TO: Superintendents of Schools
FROM: J. Duke Albanese, Commissioner
DATE: September 15, 2000
SUBJECT: Temporary Interim Instructional Space and Administrative Leased Space.
1. Applications for the renewal of Temporary Interim Instructional Space are due October 15, 2000.
The 2000-2001 application forms can be found at: http://janus.maine.gov/education/const/lease.htm If you are not able to download the form please contact Michael Kucsma at (207) 287-8526. In completing the form (EF-B-56T) please refer to your approved 1999-2000 application for the appropriate lease number (Line 5).
Applications for NEW Temporary Interim Instructional Space must also include Appendix G. Given the direction of the Leased Space Program as outlined in Chapter 064 Maine School Facilities and Revolving Renovation Fund, Section 3, the Department encourages SAU’s who identify needs for new Temporary Interim Instructional Space to contact the Department early in your planning process. This will help insure compliance with Rules and eligibility for support. These rules are available at: http://www.maine.gov/sos/cec/ren/apa/05/chaps05.htm
2. Questions have come up regarding the definition of “portable, temporary classroom space”. 20-A 15603 (8) E states: “means a project consisting of one or more mobile or modular buildings that are a least partially constructed off site and are designed to be moved to other sites with a minimum of disassembly and reassembly.”
3. Applications for lease of Administrative Space were due at the Department July 15, 2000. For those who have not submitted a renewal application please submit it to the Department by October 15, 2000 for consideration.
4. 20-A 15603 (8) addresses the duration for support of Administrative Leases:
Subsidy support for Administrative Leased Space will not be paid after July 1,2003.
Subsidy support for Administrative Space lease-purchase/conversions will not be paid after July 1, 2008.
SAU’s can continue to lease or lease purchase administrative space after these dates but will not receive state subsidy.
The statutes are available at: http://janus.state.me.us/legis/statites/20-A/title20-aAsec15603.html
For SAU’s to review your options with current administrative leased space or for other questions regarding leases, please contact Michael Kucsma at (207) 287-8526.
