COMMISSIONER’S OFFICE/LEADERSHIP TEAM

The overall emphasis of the Department of Education is to ensure that high quality educational services are available to all Maine people through comprehensive educational planning and leadership that relate such services to other social, economic, cultural and governmental programs and activities.  The Department is authorized to supervise, guide and plan a coordinated system of public education for all Maine people, to encourage and stimulate public interest in the advancement of education, and to encourage in-service education and staff development for teachers in cooperation with local school officials.

 The Leadership Team, under the direction of the Commissioner, is responsible for developing and executing a strategic plan for K-12 public education in the State of Maine, budgeting for the implementation of the plan, providing information to the Maine Legislature, the State Board of Education, and the people of Maine on the current status and future needs of Maine schools.  The Commissioner’s Office is also responsible for federal and state legislative affairs, personnel, education in the Unorganized Territories, the Governor Baxter School for the Deaf, external technology, and the two Centers for Inquiry on secondary education and literacy.

PK-Adult CURRICULUM, INSTRUCTION AND ASSESSMENT TEAM

The Standards, Assessment, and Regional Services Team (SARS) is comprised of nine Regional Educational Representatives and a Team Leader/Policy Director.  The team provides assistance to local school systems, administrators, teachers, staff and communities in nine regions across the State to implement and integrate standards-based reform, including Maine’s Learning Results.  Areas of focus for the SARS Team include technical assistance in the content areas, the state and local assessment system, and support services to assure fair and equitable opportunities to achieve the Learning Results.  Team members also represent the Department on the interagency Children’s Cabinet which is comprised of the five child-serving state departments and is charged with overseeing and coordinating seamless delivery of services to children in Maine.  SARS Team members also play a role in forging and supporting a variety of regional partnerships and collaborative efforts to enhance the ability of local school systems to undertake results-based systemic educational improvement efforts.

LEARNING SYSTEMS TEAM

The primary mission of the Learning Systems Team is the proper and effective administration of a broad range of federal and state programs that provide technical assistance and resources to local school administrative units to support the development of educational programming and ensure equal access and full participation for all students to high quality, high performance education.  Specific areas of responsibility include:  adult education, alternative education, drop-out prevention, homeless services, Learning Results, school approval, career and technical education, School-to-Work programs, preventive services, health education, special education, and compensatory and migrant education.  The Learning Systems Team is divided into two sub-teams:  the Special Services Team and the Learning Opportunities Team.

No Child Left Behind (NCLB)

The NCLB Team includes administering federal programs that provide reading and mathematics support for disadvantaged children (Title I); that ensure children of migratory workers have access to the same educational opportunities as other children (Title I-C); that provide for skill development in teaching mathematics and science (Title II); that provide resources to speed the implementation of statewide educational technology plans (Title III); that support programs to prevent violence in and around schools and prevent the illegal use of alcohol, tobacco, and drugs (Title IV); that assist local educational reform efforts which are consistent with statewide reform efforts under Goals 2000 (Title VI); that support schools in their efforts to expand or enhance bilingual education and/or English as a Second Language (ESL) programs (Title VII); and that provide grants to local schools for facilitating the enrollment, attendance, and success of homeless children (McKinney-Vento Act).

SUPPORT SYSTEMS TEAM

The Office Support Systems Team is comprised of six sub-teams with programs covering the following areas:  higher education, educator certification, school nutrition, pupil transportation, school construction, and Education finance.

 

HIGHER EDUCATION

The Higher Education Program provides leadership and service necessary to respond to the broad post-secondary academic, technical, and training needs of Maine citizens.  The Higher Education Program provides direct services and collaborates with schools, post-secondary institutions, educational constituent groups, and related learning experience providers; advocates for increased and diverse quality educational opportunities; promotes professional development; and encourages student entry into post-secondary education.  The program administers higher education accreditation and program approval of teacher preparation institutions.

EDUCATOR CERTIFICATION

The Educator Certification Program sub-team manages the process by which all educational personnel working in State approved schools applying for and maintain proper certification.  The Certification Team evaluates, issues, renews, and revokes all administrator, teacher, and educational specialist certificates; evaluates, issues, and revokes all educational technician authorizations; approves all substitute teachers, contracted service people and other employees not needing certification or authorization; and reviews and takes action on all charges of criminal and civil allegations, including child abuse, reportedly committed by any certified, authorized, or approved school personnel or potential school personnel.

SCHOOL CONSTRUCTION

The School Construction sub-team consults on, evaluates, and makes recommendations to the State Board of Education regarding approval of all major construction projects which are brought before the State Board of Education for concept and subsidy funding approval.  The sub-team also monitors and approves leased space programs for temporary classroom and administrative space, evaluates and approves projects for the revolving Renovation Fund Program, and administers the Maintenance and Capital Improvement Program.

The Finance sub-team prepares and maintains financial reports and budgets and performs audit functions.  Audit services are provided for the Department and school units; budget and accounting services are provided for central educational operations.  The Audit section verifies school construction funds, coordinates resolution of audit findings, assures that audit requirements are met for school administrative units and private non-profit agencies receiving federal funds, and provides quality assurance for school administrative audit reports that verify data used in the calculation of State subsidy.

SCHOOL FINANCE AND OPERATIONS

MANAGEMENT INFORMATION SYSTEMS TEAM

The Management Information Systems Team is responsible for administering the General Purpose Aid to Local Schools (GPA) and overseeing the internal technology program and data processing services in the Department.  The GPA program is responsible for administering the GPA subsidy to school administrative units, supporting activities by the Legislature and Department to study the impact of GPA and considering proposed changes, calculating the annual tuition rates for public and approved private schools, and providing technical assistance to school units.  The internal technology program is a support program that serves both Department staff and external constituents by providing technology and supporting activities, including maintaining the computer network infrastructure, processing of data, maintaining the Department's website, and providing Department end-user support of PCs and PC software.
