Conclusion

Both research and practical experience support the proposition that effective, data-driven professional training and development must be at the heart of any serious plan--at national, state, or local levels--to improve achievement outcomes for students. Maine's Quality Standards, and the associated Standards in Action, should provide a program evaluation and action guide for state and local policymakers, teachers, administrators, and taxpayers. As the State of Maine enters the next phase of educational reform, the degree to which we honor and take action on these basic ideas will determine our ability to achieve results.
