How do I make an In Lieu Fee payment for permitted impacts to protected natural resources?

How to submit an In Lieu Fee (ILF) payment:

The following information is required to submit an ILF payment to the Department:

  1. Completed ILF Worksheet
  2. Proof of Payment. Payment can be made in one of the following ways:

    • The Department's Payment Portal, or
    • A Cashiers check or Bank draft payable to "Treasurer, State of Maine," directed to the attention of the In-Lieu Fee Program Administrator, 17 State House Station, Augusta, Maine 04333. The check must include the statement ILF Payment only and the license/permit number that required the payment, or
    • For State agencies only, an Internal transfer of funds is acceptable. Please email the ILF Administrator to make them aware of the pending transfer.

  3. Copy of permits/licenses from Maine DEP and/or the US Army Corps of Engineers
  4. Location map highlighting the wetland impact area

For ILF payments required by US Army Corps only, a complete packet must be sent to the ILF Administrator at this email address: ilfprogram.dep@maine.gov.

For mitigation required by the Department, a complete packet must be either:

  1. Uploaded to the appropriate MELS site as a Schedule, or

  2. For licenses issued prior to January 2025, and you are unsure if you have a MELS site, send to this email address: ilfprogram.dep@maine.gov.
