The COVID-19 pandemic exacerbated Maine's education and workforce related challenges, especially among populations with substantial barriers to quality employment – such as limited English language proficiency or incomplete high school education.

Through the Career Advancement and Navigation Pilot Program, the Maine Department of Education will collaborate with regional adult education hubs to strengthen adult education and career advancement opportunities. Navigators will provide unemployed and underemployed individuals with educational and career guidance, as well as linkages to support services for adult education, skill development, licensure, or other preparation needed to participate in the workforce to their fullest potential. The program will be piloted in four regions of the state: Kennebec County; Androscoggin County and Oxford County; Lincoln County, Knox County, Sagadahoc County and Waldo County; and York County.
