Welcomes and Introductions Tracey Cooley opened the regular meeting and asked members and new members to introduce themselves and their affiliations.

Approval of the 11/15/18 Meeting Minutes Tracey Cooley called motion for approval of the 11/15/18 meeting minutes. Glenn Kapiloff motioned. Robyn Raymond seconded. The minutes were approved unanimously as written.

Membership Updates David Dorr - Dan from Cianbro would like to talk. Glenn Kapiloff Will connect with MELMAC and GEARUP Maine. Janie Small Would like to bring youth to the table. Tracey Cooley Let's re-visit.

MaineSpark Presentation Edmund Cervone, Executive Director, Educate Maine Ed Cervone provided a PowerPoint presentation. Highlights: MaineSpark is a 10-year commitment from Maines most influential education and business leaders to work together to ensure that Maines workforce is productive and competitive. Common goal: by 2025, 60% of Mainers will hold education and workforce credentials meaning a credential of value (non-college and college) in addition to a high school diploma. This is a National and State level crisis. MaineSpark comprises four tracks, each offering and supporting programs and services for Mainers at all stages of life to reach their education and career goals. 1. Strong Foundations for children from birth through sixth grade. 2. Future Success for students from sixth grade through post-secondary education. 3. Adult Promise for adult learners looking to earn credentials or change careers. 4. New Opportunities for professionals looking to move or begin new careers in Maine. They have over 60 organizations active. This is a Campaign to get the message out and is a full volunteer operation. The Board consist of 2/3 employers and 1/3 educators.

Ginny Carroll stated CWRI (Center for Workforce and Research Information) will provide data outcomes of all students. There will be a Dashboard called MaineEarns. Robyn Raymond stated she wants to see everyone in the same room talking the same language (overarching goal). Mercedes Pour stated she is thrilled that this Campaign gives a "common language". Glenn Kapiloff stated he appreciates MaineSpark by showing how partners can work together to achieve the same common goal instead of working in silos. Ed Cervone stated one of the greatest outcomes is sharing information. They also have a monthly newsletter. He pointed out funders are reading this. Keep this in mind. The more information shared, result better outcomes.

Gateway to Opportunity Program Overview (G20) Nikki Williams Nikki Williams provided a PowerPoint presentation.
G20 is a non-profit organization that connects low-income, young people with paid, work-based learning projects where they can hone and develop 21st Century Skills while developing critical competencies that employers are looking for.
Nikki stated they have packaged this model into a Tool-Kit and they believe they have a model that can be customized to each program and community. Tracey Cooley asked Nikki to present the LEAP presentation at the next meeting due to time constraints.

SWB/WIOA Updates Cheryl Moran January SWB meeting canceled and time is being used to orient new board member. o Next Board meeting March 29 9:30 12:00 4 new members o Nathan Pelsma, JMG o LuAnn Ballesteros, Jackson Labs o Ashley Pringle, Maine and Company o Andre Cushing, Penobscot County Commissioner SWB Director position being posted and hope to hire by end of February Will be ramping up work for the 2020-2024 Unified State Plan. Still in the early stages.

Tracey Cooley stated her seat on the SWB expired April 2018 and shes waiting for paperwork to be processed.

PY 18 Plans Review Tracey Cooley stated PY18 was a planning year moving into PY19. Transportation: Ginny Carroll stated there are a number of studies on that issue. You can go on and on. Money is the answer to many issues however; there is a lot of research in that area. Glenn Kapiloff stated he would like to re-visit bussing looking to change the state statute. Ginny Carroll, Tracie Travers, and Robyn Raymond stated they would like to focus on transportation and work with Glenn. Tracey Goal is to flesh out plans a little bit more.

*Next meeting: Ginny Carroll will highlight the 'Yes Initiative. Cheryl Moran will speak to Scott Cotnoir, Director of Wage and Hour Division to see if they can provide a presentation on rules and regulations effecting youth employment. LEAP presentation provided by Nikki Williams.

Tracey Cooley suggested to host the May committee meeting at the Job Corps in Bangor.
