Agenda Item Discussion Follow up Meeting called to order and Introductions Jen McKenna called the meeting to order and introductions were made. Welcome to newest council member: Dwight Littlefield
Review of July 2018 meeting minutes Jen McKenna made a motion to accept the minutes. Dawn Croteau seconded the motion. The vote was unanimous to approve.
New Business MOU Jen McKenna: SSA states would like to speak with a collective voice. Maine is invited to sign a MOU to participate in an Alliance of State Apprenticeship Councils. The memorandum of agreement is to codify the State Apprenticeship Council Alliance (SACA). Motion to sign: Tracey Cooley Second: Alan Shepherd Unanimous approval

New business Eastern Seaboard Apprenticeship Conference (ESAC) 75th annual conference to be held in Portland, Maine, May 20-24, 2019 Discussion: Ideas for Workshops and Panels Jen M: Conference title – Apprenticeship as a Capital Investment. We need to showcase our pipelines – JMG, Job Corp, CTE Lee: emphasize women and diversity Joan: We can highlight associations; not currently done in other locations. The CTE’s provide pre-apprenticeship but nothing is official that we can highlight. We could emphasize how we engage youth and keep them in Maine Possible panels: Youth: Job Corps: Provide overview, CTE, JC and JMG; include Regional JC; no other states have a formal apprenticeship agreement with JC at this time. Manufacturing Pathway: Robin: the AGC has the apprenticeships written for four trades; could do a rollout. Joan: Include the challenges, “This is what we faced…”. Lee: Invite Todd Birch from Connecticut DOL to speak on manufacturing pathways Veterans: Joan: Invite Casalla and Military Talent Source; target veterans in apprenticeship • What is the process to become an exhibitor? • Need to develop format for workshops

Lee: Veterans employment is a hot a topic Joan: Include Maine’s Hire-a Vet campaign Jen: Include Auta; Veterans 101; Vets 102; Vet Assembled Electronics may be registered as a sponsor by then Dan: Include the tool that converts military skills into apprenticeship skills Prisons: big push to connect prisons and apprenticeship College Partnership Panel: Include Community colleges. Jen McKenna indicated she would like to have college collaboration with respect to youth recruitment and retention. NTO: Jen McKenna - emphasis on our big needs such as medical, technology and manufacturing Joan - Robin and Jen B. could probably support a session dedicated to medical Pre-apprenticeship: Joan - could easily wrap back into youth topics Tracey Cooley – Job Corps has a number of MOU’s in place that could be adjusted to fit union purposes. Lee Reynolds - the YouthBuild Grant and potentially getting a grantee to participate. Alan Shepard - utilizes “Take 2” a decent amount and has 12 recent apprentices referred through Goodwill NNE. Tracey Cooley - suggests a potential focus on Job Corps and YouthBuild in relation to disadvantaged youth Women in apprenticeship: Alan Shepard has a robust program at IBEW567 Jen McKenna suggested focusing on paths ahead rather than current efforts Lee Reynolds indicated Policy Group on Tradeswomen’s Issues (PGTI) has a great diversity toolkit and thinks Susan Moir might be interested in presenting Joan mentioned New Ventures may also be a good fit with their Totally Trades program. Joan also suggested getting women in apprenticeship testimonials – Alan Shepard,

• Lisa Larson volunteered to help put a concept together depending on ESAC needs • Lee Reynolds said she has a fair amount of contacts in this area and could assist

Dan Coffey and Jen McKenna know they could provide a few people Lee Reynolds thought that topics are lending to a potential split into Apprentice Success Stories and a separate policy panel Tracie Travers thought that, similar to the Military 101 discussion, there could be a Diversity/Women focused 101/102 conversation. Recent Graduates or Success Stories: Jen McKenna directed conversation towards inclusion of recently graduated apprentices and a potential recognition ceremony session. A way to honor participants Tracie Travers mentioned the opportunity this kind of session had for exposure of the story boards or wall of success. Possible evening event-invite schools, too. “How Apprenticeship Changed my Life” (storyboard and tables) Lee – include an open house for locals and parents. Tracie: invite Principals and CTE Directors Tracie – think beyond the trades Tracey – plan a “Perception Reception” for parents, students and guidance counselors Federal updates: Jill and Charlie could present Maine’s Labor history: Jen M – Invite Charles Scontras to speak Apprenticeship Demystified – Wednesday, no-cost event; present apprenticeship as a business solution. Trades Panel: Focus on recruitment and retention Opioids Panel: Presentation for employers Job Corps Color Guard: Invite to perform at opening ceremony but make sure they are excused after the prayer Tribal Workforce: Must register with USDOL but it is still a Maine workforce Jen – share success stories from other tribes Lee – Check with Washington State and Oregon

Reports Joan • WANTO Grant – ACAP’s grant is extended. Working toward enrolling women; developing pre-apprenticeship academy; • traveling to Northern Maine to meet with colleges and Adult ED to develop E & I program for Twin Rivers. WCCC is working on online program that could translate into apprenticeship; • Thank you to the council for their support - 21 new sponsors since October 2017 • BES Business Meeting – working to register MDOL as a sponsor; BES Business Outreach team can be intermediaries • Developing Apprenticeship Training for Workforce providers • BES new hire training – recently implemented; will include apprenticeship • Review of Hospitality Maine project – target is to register 36 employers and 100 apprentices by Spring 2019 • IT project – Derek, State OIT wants to implement apprenticeship. Follow up with Tracey to ensure that JC is offering the correct basic trainings • Broadreach is still under contract and helping with event planning • Monitoring – Derek continues to visit employers.

USDOL Lee • Federal budget is passed • Vermont asked for additional EEO training – will be offered in the near future • IRAPS – under development. Basically, they are short term custom training offered to fill in the
