Agenda Item Discussion Follow up Introduction of Council Members and guests Jen McKenna called the meeting to order and welcomed everyone. Introductions were made Members and guests acknowledged. Thank you to Jon and Scott for hosting todays Council meeting at Bath Iron Works Approval of previous meeting minutes Motion to approve: Tracey Cooley Second: Jen Boynton Minutes approved New Business New sponsors/approvals needed: Mountain View Correctional Facility – • Dereck provided overview of 1 year apprenticeship in NCCER carpentry Level 1
• Scott provided information on DOC wage policy • Jen McKenna questioned the robustness of the level 1; compared it to CTE school. Education and length of training is not equivalent to journey worker status • Scott - this is a starting point • Dan - good to receive certification indicating successful completion of a training module • Tracie – they earn the cert and can show proof to any employer • Joan - register as three-year program and award interim credential if inmate leaves prior to completion • Charlie -industry standard is 4800-5600 hours Tracie: Motion to accept Mtn. View Standards with adaption to add more levels Second: Robin; Motion passes

Strong Insurance: • Eileen provided overview of Agency and apprenticeship training • Tracey questioned the wage (too low) • Employer provided information that after apprenticeship is completed the apprentice will have the opportunity to earn incentives and commissions • Tracey: motion to approve • Jen Boynton: second • Approved

Shared Service Alliance: Dereck provided overview. Program is in line with other child care apprenticeships. Comments: Wage is low; level 1 is created now to get the program started with intension to move to Level 2 where the wage will increase. There is no wage for level 2 at this time – the job does not yet exist. Dereck: employer is creating the pathways
Tracie T: Motion to approve Discussion - MAC is being asked to approve 2 occupations but only one has a wage attached Tracie: Motion rescinded and modified Joan: this is new ground; the wages will be added for Level 2 when the application comes to the Council. Tracie C: Motion to approve as written with understanding that it is two levels Dawn; second Motion passes

Entering Employers in RAPIDS: This will increase the number of employer Sponsors in RAPIDS Only employers who have signatory agreements need to be entered

approved, they can provide assistance + Website is underdevelopment + Craft Championship is at Augusta Civic Center

Eastern Seaboard Apprenticeship Conference (ESAC) to be held in Portland, ME, June 2019. It is the 75th anniversary. Jen McKenna is on planning committee; there will be a sub-committee of employers Planning meeting to be held in Portland on October 12 & 13, 2018 • An organizer is paid to develop the Conference. State is not involved in the contract process • Maine can assist with event planning, outside ‘field trips’, arrange for Color Guard, benediction – those types of events; input into speakers and workshops; sponsors for breakfast, lunch, hospitality suite, give aways, etc., Tracey C: Job Corps has an outstanding Color Guard that could perform Joan: Could we include Job Corp and YouthBuild? Jill: Current audience is usually union and trades Charlie: Want to break that paradigm to bring in health care, manufacturing, etc., Jen B: Healthcare Forum may consider sponsorship Tracey C: Suggested bringing in other Job Corps – Boston, Rhode Island, etc. Joan: Need a panel focused on building career pathways via apprenticeship

Outreach video preview: MAC viewed draft; well received

CSSP rule change updates: 1. Working to revise approved occupation list to include any apprenticeship occupation; 2. Lower participant age from 18 years to 16 years to encourage younger people About 900 CSSP enrollments statewide; moving away from original model to focus on business related training; applicants will still need to meet income criteria.

Jen B: Suggestion to include income threshold chart in the letter typically mailed to the apprentice.

Directors Report-Joan Dolan Pilot program – enrolling CareerCenters as sponsors

Review of recent statistics: • 144 business contacts • 82 current sponsors + four voted on today= 86 • 23 businesses on the cusp of signing • 6 apprentice earned certification • 522 new apprentice Approximately added • 23 Sponsors have been monitored – 1 needs
technical assistance

Recognition Event for Sunday River Ski Resort Culinary apprenticeship was held June 28, 2018. Good media coverage. Broadreach Public Relations assisted with program; attended by Labor Commissioner, President of CMCC, Exec.’s from Sunday River; Council members are welcome to attend upcoming events

USDOL – Charlie • $6 million outreach contract awarded for use in all states; Will include PSA’s • Boilerplate standards are being reduced to 7 pages USDOL-Jill • 29.29 and 29.30 aren’t perfect yet - still need some changes

Intent is to replicate across state.
