Agenda Item Discussion Follow up Introduction of Council Members and guests Jen McKenna called the meeting to order and welcomed everyone. Introductions were made Dr. Cooley welcomed everyone to Job Corps Members and guests acknowledged. • Pertinent Legislation - Expands Apprenticeship opportunity to develop career pathway for returning veterans: LD 1327-An Act To Allow Former Military
Medical Personnel To Perform Certain Medical Services; approved. LD1857-An Act To Implement the
Recommendations of the Commission To Streamline Veterans' Licensing and Certification Regarding Licensed Practical Nurses; moving
forward.

• Recognition Event for new sponsors - in planning stage; working with Broadreach Public Relations • Healthcare Workforce Forum – Joan presented; great interest in apprenticeship • New Sponsor-Sunday River Ski Resort

Jen McKenna • Eastern Seaboard Conference to be held in Portland, ME, June 2019. It is the 75th anniversary. Jen McKenna is on planning committee; there will be a sub-committee of employers

Joan will distribute copies when they become available

Jen Boynton - LPN’s are used most often in long term care. Potential for up to 400 workers Lisa L. – This program offers an innovative opportunity

Old Business

Council Membership update: CTE Schools will have representation on council Two remaining open seats Cianbro submitted their application Compliance with CFR 29.29 and 29.30 29.30 Maine submission needs the date changed; General State statues are not in compliance with new Federal EEO regulations; will require Legislative approval. Feds want to ensure 29.30 is correct before acting on 29.29 Policy Review - tabled for later review

Meg will fill in until new hire is finalized

Lee-State will receive formal letter stating what changes need to be made Reports

Directors Report-Joan Dolan • Maine Health considering entry level health care worker training; yearlong program; WIOA/CSSP/OJT • WNTO Grant – slower than anticipated to make employer connections • LVERS - received technical training on apprenticeship • New rack card shared with Council • MAP funding is getting tight Motion to accept: Tracey Cooley; Second: Alan Shepherd Data Update – Derek Fassett Review of additional work required by staff and employers Prison Industries – Eileen Miazga Review of apprenticeship opportunities via Prison Industries and Guide Dog Training

USDOL – Lee Reynolds Trainings will be scheduled for apprenticeship staff Federal budget is approved Contractor hired to create national standards January 2019 is deadline for compliance with Federal EEO
