Agenda Item Discussion Follow up Introduction of Council Members and guests Jen McKenna called the meeting to order and welcomed everyone. Introductions were made. Members and guests acknowledged. Joan - invite WANTO staff to upcoming Council meetings Approval of previous meeting minutes Dawn – motion to approve Allan - second Minutes approved New Business Policy review Increase of minimum wage for apprentice State minimum is now $10.00 per hour. Recommendation to modify Apprenticeship wage to from exact amount to a % above minimum wage. Add formula in policy and remove dollar amount from statute. Discussion: Scott – should we have lower wage (training wage) for apprentice? Jen M.- • Motion: Apprentice wage shall not be less than 50 % of the journey worker wage • Dawn - second; approved

Compliance with CFR 29.29 and 29.30 Joan - we are not incompliance on CFR29.29, Labor Standards for the Registration of Apprenticeship Programs, and, 29.30 EQUAL EMPLOYMENT OPPORTUNITY IN APPRENTICESHIP. • 29.29 is an easy fix – review of modified template and list of Appendix A-F All employer Standards will need to be updated to the new template; pages 1-16 will have format change - all Sponsors will receive the same template using common language. Specifics for each employer will be addressed in the Appendix; will need to include new EEO language.

Council approvals: Council members will now receive a cover page, signature page and appendices for new sponsor approvals. (Not entire Standard) Appendix A Schedule of Work (SOW) template is modified to include additional training information. To add an occupation to existing sponsor: Council will receive cover sheet, and Schedule A (modified to include training wage and RTI information

• CFR30.30 We need to remove Maine’s language and template and replace with Federal language and template. Compliance due by Aug1, 2019. Affirmative action language has been updated to include additional groups. Sponsors with 5 or more apprentices are now required to use Labor Market Information (LMI)to develop EEO plan for compliance. MAP staff will complete LMI for employer. Employer required to set goals then aggressively recruit from identified target population.

Tracey T – motion to accept new format for Standards; Jen B-second; unanimous approval

RCBI update Only three Council members voted on RCBI Standards Jen – Supports the concept but strongly states that they need to be rewritten to include more information Joan – It is the same as the process used for AGC After RCBI is approved as the Sponsor the Council will receive notification and a modified SOW with wage information for each employer/occupation registered with RCBI.

New Logo – Joan presented new logos

Pre-apprenticeship Jen M and Tracey C are working on a formal pre-apprenticeship agreement (MOU) Pre-apprentices cannot be registered in RAPIDS

Great interest in pre-apprenticeship at CTE

Joan will review with Bureau of Labor Standards Lee and Tracey will research pre-apprenticeship wage. (Can pre-apprentices receive a stipend instead of a wage?)

No public hearing is needed; Joan will send new material to Council for approval

Jen – Union is already using the new EEO statement

Eileen will rework RCBI Standards and resubmit to Council

Charlie is researching options at a Federal level

Biennial Plan Final document to be included in annual report Tracey – motion to approve Apprenticeship Biennial Plan; Allan seconded; unanimous approval

Council Member update: Joan Dolan reviewed open seats.

Council members will continue to seek out possible candidates. Joan will research if Council members can advocate for candidates Reports
