11/15/2018

Welcome and Introductions Tracey Cooley opened the regular meeting at 9:31am and asked members and new members to introduce themselves and their affiliations.

Approval of the 09/27/18 Meeting Minutes Tracey Cooley called motion for approval of the 09/27/18 meeting minutes. Glenn Kapiloff motioned. Melissa Williams seconded. The minutes were approved unanimously as written.

New Members Tracey Cooley referred to the previous meeting for an update status report on the recruitment tasks that were assigned to the committee members. • Cianbro – David Dorr reported he has scheduled a meeting on Tuesday with Cianbro. • Tracey Cooley – Robin Doody, Talent Acquisition Specialist for Northern Lights Medical Services. Tracey stated she did speak with Robin and she was supposed to attend today’s meeting, but got caught up at another meeting prior to ours. She is on board and will be attending future meetings. • MYTC and the Youth Homeless Shelter – Tammy Richardson reported she did connect with Ahmen Cabral and Ahmen attended today’s meeting however; she called the Youth Homeless Shelter Director and left a message but the Director never returned her call. • Maria McDougal, Gear Up Program from FAME – Melissa Williams reported she did not speak with Maria but she will be coming to their school after the Thanksgiving holiday. • MaineSpark – Joshua Howe and Cheryl Moran. Cheryl Moran stated she will check with Josh. Glenn Kapiloff suggested to invite them to our next meeting and have them listen to this committee and what we want to accomplish. • MELMAC – Glenn Kapiloff reported he reached out to Gary but he has not heard back. • Youth Probation – Ginny Carroll stated she was unable and apologized but will. • Joan Dawson – Melissa Williams, Joan did attend today’s meeting and is interested. • YouthBuild – Adrian Cohen, not present at today’s meeting. Glenn Kapiloff stated Travis Works from the Charter School in Cornville seems pretty interested.

Overview Planning for PY18 Continued… Tracey first referred to the template handout and asked if there was any feedback on the template itself. She stated to review the priorities and goals and what they can accomplish realistically this year before it ends June 30, 2019. Goal #1 Overcoming transportation barriers - • Identify where the barriers are throughout the state and what assets are available now. • Has an analysis already been done? Tracey asked Ginny if she can research this and let her know by 1/17/19. • Funding opportunities? • Drivers Education barriers. • Map of the state where Drivers Education is offered. • Identify needs to school? To work? To education providers? Tracey asked who would like to be the POC for this task? Glenn Kapiloff volunteered.

Goal #2 Supporting Alternative Pathways for Youth that Leads to Employment Supporting Alternative Pathways for Youth that Leads to Employment is the title of the document that the committee members decided they would like to present to the State Workforce Board (SWB). The committee thought at least they would have something documented to voice their concerns. Tracey asked members to send feedback via email and the draft or “white paper” be completed by 03/15/19. Mercedes Pour stated she can review the document. Ahmen Cabral and Dwight Littlefield stated they would help too.

Some members indicated apprenticeship is very hard to put together with employers. There is a lot of paperwork involved. Because of that concern, the committee referred to the previous meetings minutes (09/27/18) and decided to eliminate priority #2 Understanding and marketing apprenticeship opportunities for youth and move it under #4 Connecting Youth to Employment.
Goal #3 Connecting Youth to Employment Understanding youth rules and regulations – Employment – High School Diploma requirements. Understanding various workforce solutions; • Apprenticeship, OJT, Cooperative Education, CC • Marketing to employers ? Apprenticeship Video Testimonials ? WIOA – funding (OJT, training) – eligible youth – Service Providers • Identify employers who offer apprenticeship utilize for marketing • MAPS – Employers (youth-friendly), opportunity for youth • Pre-apprenticeship – designating programs • Considering school schedules when it comes to apprenticeship, cooped etc. POC for this task; Ginny Carroll and Anne Wheeler.

Rules and regulations effecting youth employment Cheryl Moran stated she will connect with the Bureau of Labor Standards to present at the January 17th meeting.

Other Ahmen Cabral mentioned about a program that her colleague Nikki Williams oversees “Gateway to Opportunity”. She stated she will forward this information to Cheryl Moran. Tracey stated she would like to present this to Joshua Howe, Acting Director of the State Workforce Board (SWB) as a possible overview of this program to the State Workforce Board. Goal for next meeting: Have the Planning Templates filled out to the best of ability.

Next Meeting will be held on Thursday, January 17, 2019 from 9:30 – Noon in the Frances Perkins room, 45 Commerce Drive, Augusta.
