Welcome/Introductions/Approval of the 05/31/18 meeting minutes Tracey Cooley started the meeting at 9:30am. The meeting opened with welcome and introductions and she called motion for approval of the 05/31/18 meeting minutes. Adrian Cohen motioned. Tammy Richardson seconded. The minutes were approved unanimously as written.

Apprenticeship, Joan Dolan, Director of Apprenticeship & Strategic Partnerships, MDOL Joan provided an overview of the State Apprenticeship Program by showing a video and providing a handout.
Joan opened her presentation first by defining what an apprenticeship sponsor is. She also mentioned that workforce development partners can be a sponsor such as ACAP, EMDC etc. Currently, the 2 significant sponsors are: MEMA and Hospitality Maine. Joan pointed out that European countries are using apprenticeship programs as much as using college training. She then explained the difference between Pre-Apprenticeship and Apprenticeship. Pre-Apprenticeship – the person must be at least 16 years old, works part-time, and a full-time student. Apprenticeship – the person is a full-time worker and a part-time student. Joan announced National Apprenticeship Week is November 12 – 16 and the ESAC Meeting will be held in Portland, Spring of 2019. She explained that ESAC covers all along the eastern seaboard from Florida to Maine. Also, they will be holding 3 events that will recognize current sponsors. She stated they need to get the word out through the media. She also announced the WANTO grant has been renewed to ACAP.
Currently, she is working with 144 employers who want to become sponsors of apprenticeship. Maine Apprenticeship is planning to be part of the Totally Trades Conference. CSSP Bridge – She is working with bridge youth services that will cover in-school and will follow them through to a 4-year degree. She strongly stated this information is not going to the right people. They need to get the information out. There has been a minor rule change. If you are 17, you can apply for CSSP. She stated they want to enroll students but they need to be low-income. CSSP Business – Joan stated she is trying to pull all this together to work for students, businesses and Maine. CSSP Business is always open for enrollment.

Membership Recommendations Tracey Cooley stated she has completed the membership list however; she has not heard back from 2 people, Robyn Raymond and Mercedes Pour. Tracey asked if anyone knows if they are still interested and the response was yes. She stated she would like to see a couple employers on the list. She then asked members is there anyone else they should invite. Suggestions on making new contacts to see if they can recruit new members: • Cianbro, Tracey asked David Door if he can speak to them. • Tracey stated she will put a little “plug” in at the State Workforce Board meeting by asking Fred Webber to make an announcement. And she will speak to Robin Doody who is the Talent Acquisition Specialist for Eastern Health Services. • Youth Homeless Shelter – Tammy Richardson. • MYTC – Tammy Richardson.
• Maria McDougal, Gear Up Program from FAME – Melissa Williams. • MaineSpark – Joshua Howe and Cheryl Moran. • MELMAC Foundation – Glenn Kapiloff. • Youth Probation – Ginny Carroll. • Joan Davison – Melissa Williams. • Youth Build – Adrian Cohen.

Establishing Goals* & Formulating Action Items for PY18 *Areas we wanted to focus on this year based on our last meeting’s conversation included; 1. Overcoming transportation barriers 2. Understanding and marketing apprenticeship opportunities for youth 3. Rules and regulations effecting youth employment 4. Connecting youth to employment Overcoming transportation barriers Glenn Kapiloff - School buses. He suggested that maybe we can partner with them because Adult Education students can use school buses if necessary. He suggested speaking to the school department about this. Tracey Cooley – Drivers Education. The schools should bring this back because the kids cannot afford the cost at $500. Glenn Kapiloff - Since Drivers Education is so expensive, maybe get vouchers for those kids that need it. Joshua Howe stated transportation is on the top of his list to address the new administration. Stay tuned. Understanding and marketing apprenticeship opportunities for youth Meg Harvey stated bring employers into schools to show the kids they are not just looking for a college degree. Rules and regulations effecting youth employment State vs federal laws. Employers are nervous about liability. Ginny Carroll asked what is the goal around this? Tracey Cooley stated not only should we have an understanding of the laws, employers should be brought in to discuss their barriers. We should keep this as a goal. Connecting youth to employment Youth Barriers Glenn Kapiloff stated he would like to see an actual “pathway” in a school. And how do we free up these barriers to a pathway? Meg Harvey stated put the pathway back in for all students. That’s the goal. We need to change the rule. Joshua Howe stated have an articulation agreement between the CTE, high school and colleges. Glenn Kapiloff stated he likes the idea of an articulation agreement. Tracey Cooley – We need to think beyond the CTE. How can they earn a credit when working with an employer? We need to have academic and work tied together. Glenn Kapiloff stated that is why we are seeing empty seats in CTE classes. Meg Harvey stated the school board is ready to have an articulation agreement with the community colleges and we need to change this legislation again. Put pathways back. Ginny Carroll stated map out the multiple pathway idea. Glenn Kapiloff mentioned they are now doing work focus training. Meg Harvey mentioned the new program they are working on is the Extended Learning Opportunity Portal. This program should come out in the Spring.

Next meeting agenda Tracey Cooley stated at the next meeting, we will identify some action steps (using the Planning Template). And if anyone has an idea of improving the template, please let her know.
