Welcomes and introductions/Approval of the 01/18/2018 minutes Cheryl Moran opened the meeting with welcomes and introductions and asked for approval of the 01/18/2018 minutes. Adrian Cohen motioned. Ginny Carroll seconded. Minutes approved after correction.

Update on WIOA/SWB Ginny Carroll reported PY17 monies are released and the youth contracts were received by the Local Workforce Boards (LWBs). Bureau of Employment Services (BES) will no longer provide WIOA services after July 1, 2018. The CareerCenters that will be affected are: Augusta, Skowhegan and Washington County. All local areas will have to do a RFP. Every 4 years you have to do a procurement. So, there will be another round of procurement.

General Group Discussion The Youth Committee is a sub-committee of the SWB and can make recommendations to the SWB. This committee should participate more at the SWB meetings and maybe twice a year present highlights at the SWB meeting. Ginny Carroll stated the SWB needs to understand the population we are dealing with. Adrian Cohen suggested to look at the Unified State Plan to see what is required. Dave Wurm suggested speaking to Josh Howe about the Plan and pull out any youth related items.
What can we do not to go down this path again (WIOA funding issues)? Mike Jordan stated the SWB should be reminded how good WIOA is and keep it moving forward. Janie Small stated sometimes there is not enough focus on what is required under the Law (WIOA, in the box and out of the box). Ginny Carroll stated to look at the country of Norway for example, on how to invest in resources and take a look at their practices. Employers must play a role. She suggested by the next SWB meeting, phase 1; talk about what we do and how we serve and phase 2; bring in youth to tell their success stories. Meg Harvey feels the service providers are not connecting however; she stated she can tell how much she is doing at CTE.

Membership/Chair Chair; Dave Wurm suggested to see how we fit into the structure of the SWB before recruiting a Chair. Membership; The committee suggested to go through the membership of the past and determine who are the youth providers. Committee members were assigned to speak to different organizations to see if they may be interested in becoming a member. • CTE Director – Meg Harvey • Guidance Counselors – Meg Harvey • Adult Education – Meg Harvey • V R Representative – Ginny Carroll • Community College/TRIO – Dave Wurm • Alternative Education – Meg Harvey • Juvenile Correction – Dave Wurm • Job Corps – Cheryl Moran (Tracey Cooley, former YWC member) • Pre-Apprenticeship, Apprenticeship, CSSP – Ginny Carroll • J M G (Jobs for Maine Graduates) – Adrian Cohen/Dave Wurm • Catholic Charities – Dave Wurm • CareerCenters – Ginny Carroll (Nicky Jamison) • Homeless Shelters – Dave Wurm Ginny Carroll stated in order to obtain membership, we need to have goals to work with. Adrian Cohen stated we need to collaborate better on behalf of the youth at risk. The committee decided on a “pitch” for this year, “Youth with Barriers to Employment”.
