Agenda Item Discussion Follow up Call to order and Introductions Jen McKenna called the meeting to order and welcomed everyone. Introductions were made. New members and guests acknowledged. Review previous meeting minutes Tracey Cooley - motion to accept the minutes.
Dawn Croteau- seconded. The vote was unanimous to approve with changes.
New Business Bylaws Final determination ? Council meetings will be open to the public MAC is on target to fulfill duties as detailed in statute Council vote taken ? Dawn motion to approve by-laws with changes; Tracey, seconded; unanimous approval

Biennial Plan Update The sub-committee met on June 27, 2017 to begin work on the two year strategic plan. Peter Smith of Peter Smith Associates was the facilitator.

New Sponsor Approval Mid-Coast Energy Systems ? HVAC technician, discussion on the number of required education hours as well as the difference between union program and licensing board requirements. Jen McKenna stated that the delivery of the education component varies throughout the state and that Fuel Board licensing regulations determine the standard.

Nestle Waters- Two apprenticeships will be listed under one SOC code. Two different Apprentice Registration forms are shown as a solution to show differentiation on wage scale as determined by the employer. One wage scale is for incumbent workers with the other to be used for new hires.

National Apprenticeship Week, November 13-19, 2017 Lee ? national office encourages local events Suggestions: ? Governor designates November as Apprenticeship Month ? Legislative Proclamation secured ? Sponsor open house (in each county?) ? Recognize ?Sponsor of the year? ? Coordinate event with SP DWG outreach campaign/Broadreach Public Relations ? Focus will be on sponsors not apprentices, ?How to become a sponsor? ? Include sponsors and education providers ? Host Sponsor Fair

References to State and Federal statutes will be added to final document Spelling corrections needed - Article 5

Next planning sessions scheduled: (location to be determined) July 25, 2017, 9:00am -12:00 September 8, 2017, 9:00am -12:00 Joan to complete review of visioning document prepared by Peter Smith and send to Council

Registration process will be completed and welcome packet sent

Follow up on process with Tim Sardano, MDOL Office of Communication

Staffing: Louise Earle will not be joining as staff. She made the decision to retire

Testimonials: Continue to collect success stories to demonstrate how apprenticeship contributes to business success.

Business U training-Level II: Will include apprenticeship as focus of statewide staff training

Maine At Work Initiative (MAWI): Joan shared link and played outreach video New outreach contract is under development and will include focus on outreach for apprenticeship
Council members will continue to seek out possible candidates. New Ventures & NAWIC were suggested for follow up

Joan is working with leadership to fill open position

Jen M. will ask brother-in-law if she can share his story

Maine Apprenticeship Director ? Joan Dolan o Update on metrics, presentations and outreach o Reviewed New Sponsors year-to-date and Sponsor enrollment pipeline o NAAI Grant ? West Virginia awarded contract to work with Manufacturers. Can come to Maine to assist with sponsor enrollments and developing training. o Washington state awarded similar contract with focus on Information technology ? waiting for response to contact USDOL - Lee Reynolds ? Review of upcoming conference schedule
o NASTAD ? July 31-August 5/Denver o August 31-September 1, 2017 Nat. Conf. on Business Engagement/Boston ? MDOL Trade Program (TAA) and Apprenticeship o Good partners o Goal is to connect Trade participants with RA from day 1 o Union position just created in Maine via Trade and RA ? Apprenticeship funding is still unclear but it will not be cut ? Regional Job Corps is working toward waiver that will allow participants to remain living onsite for six months after they are enrolled in apprenticeship; currently once participant is employed they are required to vacant housing. Possibly invite BPR to planning meeting

Joan will attend NASTAD Joan invited to present in Boston/will seek approval

Final thoughts Tracey ? How can we connect Job Corps grad to apprenticeship opportunities? Peter - Middle School is now included in CTE Ashley - We need a paradigm shift toward the trades Dawn ? TANF update: now 2 parent families can apply for benefits to help the family unit Marion ? excited about the biennial planning Peter Weymouth ? Creating a paper on the culture of manufacturing
