Agenda and Discussion Topics:

Marketing and Outreach: Laura Allen, Outreach Coordinator, MBVS - New Communications Director, Melissa Willette at MBVS - Melissa, through her outreach, was able to obtain Mix Maine Media/Richard Dyer to provide radio communication for the entire MHAV Kick-Off event on August 29, 2017 at the Augusta Armory. An ongoing relationship between MHAV and this station continues. - Maine Biz reached out to Adria Horn to do an editorial about MBVS and veterans services in Maine. - MBVS is doing a monthly interview with Blueberry Broadcasting. Education/Internships ? Bob Carr, Director, Technological Innovations, LLC - Wants manufacturing training back in Maine at Brunswick Landing / Desperately needed - Composite Training, Precision Machining, Advanced Manufacturing, 3D Printing, Robotics and more - There is a very robust national initiative to restore and expand the American manufacturing sector within the global marketplace. Maine has a strong manufacturing tradition. Maine?s manufacturing sector consists primarily of small and medium size manufacturers who are very capable but too limited to invest in innovative, technical automation equipment and/or sophisticated testing equipment and procedures. They need a facility to provide knowledgeable assurance of probably financial feasibility before investing.
- *See Bob?s Executive Summary Attached FMI Education/Veterans ? Occupational Licensing LD 1592 and LD 1327 ? Anne Head, Commissioner, Maine Department of Professional and Financial Regulation - LD 1327: New Proposed Title: An Act To Expedite Healthcare Employment for Military Veterans This bill was carried forward and is in the process of rewrite. The intent is to create new pathways for military medical personnel, creating more civilian options, including an apprenticeship component. The bill also proposes the creation of a full-time position, Military Liaison professional, who would be housed at MDOL under the JVSG umbrella (likely a DVOP) whose primary function is the assist veterans with pulling together their military education and experience portfolios to share with colleges/universities and licensing to speed up the process to apprenticeships, jobs, certificates, degrees and licensing.
- LD 1592: An Act To Remove Barriers to Professional Licensing for Veterans. This bill passed and was signed into law, effective October 2017. Essentially the bill grants the Director of the Office of Professional and Occupational Regulation within the Department of Professional and Financial Regulation the authority to modify licensing requirements of professional licensing boards administered by the Office of Professional and Occupational Regulation on a case-by-case basis for applicants for licensure who are military veterans.

Education/Veterans ? Civilian 101/Demilitarization of Veterans, Dave Stearns, President, Dale Carnegie Maine and Mark Cater, Director, Veterans Employment, Military Talent Source Still exploring best options for developing this day long workshop for job seeking veterans in Maine. Primary challenge is funding. Dale Carnegie has been providing pro-bono slots in their regularly scheduled trainings several times per year for veterans. Several of Maine?s DVOPs and/or LVERs have had the opportunity to take advantage of this generous offer and they state that it has changed their lives. In fact, Commissioner Anne Head shared that she, too, had participated in a Dale Carnegie training many years ago, with Dave Stearns, as instructor. Anne couldn?t say enough about how beneficial this training was for her. Others agreed. Strong consensus that we?d like move ahead with the development of this workshop as soon as possible, when funding allows. Suggestion was to reach out to the Elks Club for possible funding, Dave Hassen. Did anyone do this?

Education/Employers ? Andy Gibson is working with a team of committee members and others on the development of an Advanced Military Culture 202 training for employers. The slides begin with a soft opening of sorts / easing the minds of employers regarding myths and misconceptions about hiring veterans, then big picture, importance of structure, utilizing leadership skills and experience, educational advantages and ends with an employer panel sharing best practices for recruiting, hiring and retaining veterans. One suggestion was made to include a slide that more specially talks about the resources for employing people/veterans with disabilities. Andy will showcase this training in a test-run at the November 8th, 2017 SWB VEC meeting.
