YOUNGER WORKERS COMMITTEE MEETING 10/27/16 Present: Denise Smith, Dave Wurm, Ginny Carroll, Mike Jordan (phone), Meg Harvey (phone), Rachel Knight (phone), Janie Small (phone) Staff: Garret Oswald, Josh Howe, Cheryl Moran Denise Smith opened the meeting with welcomes and introductions and asked for approval of the June 28, 2016 minutes. Dave Wurm motioned. Ginny Carroll seconded. Minutes approved as written.

Update on WIOA, SWB, DOL

• Garret Oswald opened the discussion stating the State Unified Plan revisions were submitted on time September 1st. We received notification from the Feds, final approval of the State Unified Plan. Now we will be able to put the revisions into the document and post on the State Workforce Board website. The important part now is implementation strategy and that is where Josh Howe comes in. • Denise Smith asked if there were a lot of revisions. • Garret stated there were a lot but not extensive. The whole process started with 6 objectives and 8 criteria (feds imposed), which will be the ?guts? of the implementation. Josh Howe has set-up meetings with the Core Partners to drill down on what is already happening and what is not. • Ginny Carroll ? Integrated Services Committee - suggested we need to put this on the Younger Workers Committee agenda. • Josh Howe stated it?s really about braiding services together which will eliminate duplicating services. He also talked about the importance of serving the individuals even though compliance is important. • Garret stated serving the people of Maine is a much broader picture. This was discussed from the beginning. We all need to be on the same page as we take our first steps forward.
• Ginny stated there will be 20 cross-trainings (WIOA 101) statewide with the 4 Core Partners. And all committees should have input/direct involvement in the cross-training process with the Integrated Services Committee. The discussion we need to have is how we can complement each other?s services. • Dave Wurm stated that we need to be able to describe our Programs that will be approachable. • Ginny emphasized that documentation is critical. And the Youth Service Provider requirement is new. As far as Infrastructure cost sharing, she is extremely worried, in reference to Adult Ed. • Meg Harvey stated how she is impressed with the new system, Maine JobLink. We are now able to look at the customer and where we have referred and it is incredible that we are able to do more than what we have before. Meg provided an update on Kuder (Career Exploration website) ? stating she is working on a new contract and will let everyone know when it all happens.

Planning an agenda and areas of discussion in reference to the LWB Directors attending the November 17th meeting

• Denise Smith opened the discussion asking, should we offer the LWB?s opportunity to talk about what they are doing in each Region as far as consistency across the State with credential attainment? Or the whole idea is for us to get information from them to start the dialog? • Garret Oswald stated consistency definitely is an issue especially in reference to policies and supportive services. He then suggested conducting a survey to identify consistency. • Dave Wurm suggested looking at customized training and how to get there. • Josh Howe asked the question, how do we work together rather than this is how we do it or want you to do it? • Denise Smith stated she liked targeting a particular industry ? create a conversation with the LWB?s and take it from there. The Committee members all agreed on the 4 areas that they will like to discuss: 1. 5 Sectors (Health Care, Advanced Manufacturing, Information Technology, Banking & Financial Services, and Transportation & Logistics) 2. Employer preferred credential 3. Apprenticeship ? where are they at? (Garret), what is the benefit to the employer? (Ginny) 4. Career Pathways

Membership/Member Updates and 2017 Committee Meeting schedule

• Denise Smith reported there is a lot happening (meetings) with Region 1 (Northeastern Workforce Development Board) in reference to the TechHire Grant . This grant will recruit, assess, train, and place 500 individuals in well-paying, middle-and high-skilled occupations in Maine?s Information Technology (IT) industry throughout Maine. • Dave Wurm reported he is working on the USM Muskee Grant (Western Maine HealthCare Pathway). • Ginny Carroll reported Region 3 (Central/Western Workforce Development Board) has been conducting meetings for a while in reference to the manufacturing sector. They have done very well working with other Partners (braiding resources). 2017 Committee Meeting schedule ? members tentatively approved. Cheryl Moran will notify members for final approval.
