Maine Apprenticeship Council Meeting Minutes April 7, 2016

Agenda Item Discussion Follow up Minutes from last meeting No discussion Accepted as written Review of council seats Discussion on nomination of Council Chair and Vice Chair due to resignation of previous chair and vice-chair. A quorum is required to hold a vote ? not enough people here today due to unassigned seats and absent council members. Pending appointees have been approved by the Governor and their 4 year terms will begin on April 12th, 2016.

Nominations were accepted for Interim Chair; motion made by Brain Watson to nominate Chris Trider for Interim Chair; Allen Shepard seconded. No vote was taken due to a lack of a quorum. Sub ?committee to be formed to define role and expectations for Chair and Vice-chair. Job descriptions will be drafted for approval. Interim Chair to coordinate.

A vote will be taken via email to approve Chris Trider as Interim chair after April 12th (with the Governor?s approval of Council appointee?s) Review of by-laws Joan was not able to locate a copy of MAC by-laws. She provided a copy of the Bylaws from the Virginia Apprenticeship Council to use for reference. Chris created an outline of items for possible inclusion when the new bylaws are developed. Opportunity to re-design and update by-laws; this task will be undertaken when a new Chair and Vice Chair are in place. Director?s report ? 8 new sponsorships have been added so far this year

? Report on WIOA and apprenticeship partner training ? it was well received and a good first step

? Corrections ? Linda is working to develop pre-apprenticeship programs for inmates with apprenticeship programs for them to articulate into ? CSSP can be and is being utilized as an additional funding source ? RAPIDS ? all sponsors and apprentices are entered; data is current. Thanks to Linda Hussey for all of her hard work on completing this project. ? More opportunities coming as the number of registered apprenticeship in health care increases

? More training is planned; marketing strategy is under development

? Employer - Central Maine Meats will meet with DOC

? Large sponsors will receive RAPIDS training from MDOL USDOL updates Review of RAPIDS ? overview of capability

Potential funding opportunities - Charles McNeil provided information on upcoming grants and contracts Joan will make arrangements for sponsor accounts to be developed with USDOL Other Reminder to send in invoices for reimbursements. MDOL?s fiscal year ends on June 30, 2016.

Contracts

Joan will follow up on contracts with CIANBRO and Jen McKenna Next meetings July-(schedule change), move from 7th to 21st ? Jen will host at Maine General; October ? Tricia will host at ABC, Richmond; December ? Brain will host at CIANBRO. Joan will send reminder email
