• Denise Smith opened the meeting with welcomes and introductions.

Approval of 10/15/15 meeting minutes • Denise Smith asked for approval as written. Scott Good motioned. Mary-Anne Saxl seconded. All approved the minutes as written.

Updates on WIOA • Cheryl Moran reported at the present time, we cannot circulate the Maine State Unified Plan for internal comments until we have a 508 compliant document but we can certainly discuss. To be 508 compliant, all electronic information including graphs and charts must be accessible to people with disabilities which is now required under federal law. She also reported that the draft copy will be sent to Fred Webber, Chair of the State Workforce Board on Friday, January 22nd. Fred will distribute to the members of the State Workforce Board only so they will have it ahead of time for review before the State Workforce Board meeting that will be held on Friday, January 29th. Then it will go out for a two week public comment period. • Ginny Carroll stated the final instructions for WIOA have not even come out yet. • Denise Smith ? stated what she liked that was included in the plan. o Collaboration o Alignment o Leverage of resources o Partner agencies (the 4 core partners, Adult Education & Literacy, Rehabilitation Services, Formula-funded programs(Adult, Dislocated Worker and Youth), and Wagner-Peyser o Flow in the CareerCenters o Sharing data systems o Career Pathways She was impressed how the plan covered so much. She found it interesting and the data is incredible. She mentioned how the plan developed from a 3 day Vision/Mission Workshop that consisted of 50+ people that worked together to come up with a Vision and where we want to be as a State in 15 years. She stated how she was proud to be part of it. • Ginny Carroll ? stated that the Registered Apprenticeship Program will be one of the Career Pathways more than ever. • Pam Richards ? asked the question is the Apprenticeship Program for high school students or out-of-school? • Ginny Carroll ? stated that the Apprenticeship Program is for everyone and the Pre-Apprenticeship Program is for students. The Apprenticeship Program requires an employer. And we are looking at in-demand occupations to define Career Pathways. Also, lots of policy change coming forward. • Denise Smith ? employer pieces: pleasantly surprised of how much information has been discussed. However, she noticed there is a piece missing, employer education. She stressed how there needs to be a shift in the way the employer views this next generation. • Ginny Carroll ? the plan mentions about incumbent worker training or upskill backfill (which is part of the Act). • Scott Good ? What might motivate businesses? Maybe incentives can help. • Denise Smith ? liked how it explained ?what are the goals of the State Workforce Board (planning elements, functions, role of)?. We, as a Committee, are here to support the State Workforce Board which is what we are doing now. Also, we are reporting back and provide clarity ? good guidance of what we are here for. • Rachel Knight ? reported 21% of high school seniors are leaving school with no plan. She would like to help them when they leave and would like to make a recommendation. She stated that she will pull something together to share with the Committee. • Mary-Anne Saxl ? strongly feels Career Pathways planning should start as early as 5th grade. • Denise Smith ? stated any further comments, please forward to Denise, Ginny, Paul, Garret or Cheryl.

Denise Smith will discuss her Boston trip and will provide hand-outs • Denise Smith ? stated she attended the Youth Meeting that was held at the Federal Reserve Bank of Boston last month. People from all over the East Coast attended. They took different speakers at different tables so you were able to talk with different people and all the information at the meeting was free. Also, she spoke with a person that created ?apps? for youths to learn about financial literacy to use on their phone. Denise stated she will send out the name of the ?apps? so they will be able to share and the financial literacy paperwork.

Fact Sheet Discussion • Denise Smith ? stated that she we will not have a discussion at this meeting since the members that called in did not have a copy of each member?s fact sheet. Therefore, she will scan and send the surveys via email to those that called in and will catch up with the fact sheets at another time. She also stated that she was glad we did this which will enable us to get to know each other better.

Member Updates • Mary-Anne Saxl ? reported if we know any youth, 16 ? 24 that needs initial training to refer them to Job Corp because they have open beds with no waiting period. You can call or email her and she will connect you with the Admission Counselor. Also, she announced that during Ground Hog week, the students will be job shadowing and she will like to place these students. • Denise Smith ? mentioned about the Pre-Release Program that she is working with the youth through job experience.

Next Meeting will be held on Thursday, 02/18/16, from 9:30am ? Noon in the Frances Perkins room, MDOL Commerce Drive, Augusta.
