MAINE APPRENTICESHIP COUNCIL MEETING MINUTES

Pre-Apprenticeship Brainstorming Session A quality pre-apprenticeship program is designed to prepare participants to enter and succeed in a Registered Apprenticeship (RA) program, has a documented partnership with at least one, if not more, RA program(s); and incorporates approved on-the-job training and curriculum based on industry standards that is approved by the documented RA partner. They can be paid or unpaid. Participants will also receive credit for the pre-apprenticeship upon registration in a RA.

? Bureau of Labor Standards Director Pamela Megathlin shared that whether a pre-apprenticeship is paid/unpaid is dictated by statute and is based upon the employment relationship (i.e., a brick & mortar relationship as an extension of a CTE School that allows for unpaid pre-apprenticeships; mentorship or standard employment relationship), and that hazardous occupations (HO) and liability issues should also be considered. For reference she recommended the USDOL Wage & Hour Division Fact Sheet #43: Youth Employment Provisions of the Fair Labor Standards Act (FLSA) for Nonagricultural Occupation.

? MAP has been working with Maine Auto Dealers in Waterville and Bangor who are interested in developing Automotive Technology RA?s that align with CTE curricula. With the goal to identify existing occupations with RA?s to develop pre-apprenticeships produced the following list that focuses on dislocated workers, incarcerated adults, entry level employees and adult education participants:

? Several barriers were encountered by Jennifer during her CTE tenure that:

Finding the right employers to participate in the program The program hours must accommodate evening hours & potentially time after school The time commitment for both employer and students Liability insurance challenges (personal injury and equipment) Employer location

Approval of Minutes Phil Dionne made motion to accept, Denise Garland seconded. Minutes approved unanimously. Joan informed Council that future minutes will be less detailed due to time constraints.

Job Driven National Emergency Grant Overview Ready to Work Program - a $5M grant July 2014-Sept 2016 to train and move 400 long-term unemployed people back to work. Kim was unable to attend due to weather and will be invited to our next meeting.

Review of Business Sub-Committee Minutes If DOL goes forward with the American Apprenticeship Initiative grant, there may be funding opportunities to support some of the marketing ideas. Working with a CTE School to develop media materials or to create a You-Tube video for embedding in emails or a You-Tube Channel may be an early no-cost option. Don will create an agenda for the next Sub-committee meeting and Joan will Doodle to members to confirm a date. Director?s Report Copy is attached
