The Maine Public Utilities Commission (Commission) is seeking proposals from qualifying distributed generation resources (DG Resources) for the sale of energy with associated renewable energy credits (RECs).

Pursuant to An Act to Increase Disclosure of Utility Charges and Improve Access to Distributed Generation Resources in the State, P.L. 2026, Chapter 766 (Act), the Commission is required to conduct a competitive solicitation in order to procure up to 4 megawatts of energy with associated RECs from one or more eligible DG Resources. The Commission shall select an eligible DG Resource for a contract if: (a) at least one bid is received that meets the requirements of the Act; and, (b) the bid price for energy is not greater than the credit value determined by the Commission in accordance with the Act. 

To participate a DG Resource must meet the eligibility requirements contained in the Act. Specifically, a project must be a DG Resource that: 

  1. Has a nameplate capacity of no more than 200 kilowatts;
  2. Serves only low-income customers [JP1.1][BC1.2]and moderate-income households
  3. Is wholly owned by its customer or customers or wholly owned by a cooperative corporation organized under Title 13, chapter 85;
  4. Provides discounts or payments to its customer to offset its customers’ electricity bills in a manner similar to customer receiving kilowatt-hour credits in accordance with section 3209-A as determined by the Commission;
  5. Is placed in service on or after August 1, 2026; and
  6. Is connected to the electric grid of an investor-owned transmission and distribution utility in the State.

Eligible DG Resources will enter into contract(s) with one or both of Maine’s investor-owned T&D Utilities—Central Maine Power (CMP) and Versant Power (Versant). Contracts awarded will be for a term of no more than twenty (20) years.
