Replaces the bill to implement recommendations of a subcommittee to study Early Childhood Special Education, established in 2005. (1) Assigns specific responsbilities to CDS, (2) expands connections to other federal and state programs, (3) requires the Department of Education and Health and Human Services to develop a refined interagency agreement, (4) requires CDS to report annually both to legislature, advisory and governing bodies as well as 5) report on specific training and support, and finally, (5) requires the
Maine Education Policy Research Institute in the University of Maine System to study and report on the necessary legal and technology advances to link CDS data with certain federal and state programs health statistics.

The amendment permits more time for fiscal, salary, benefits & data centralization. Allows the State CDS office to act as the public employer for the purposes of collective bargaining. Finally, the amendment permits the State CDS office to enter into contracts, leases or other arrangements to perform its duties.
