RE:                 “Batch” Distribution of Informational Letters on Learning Results Implementation Issues

Rather than release over a period of weeks information updating the field on a variety of topics related to the implementation of Maine’s Learning Results, we have decided to send the letters at one time.  Our assumption is that communicating with school boards, administrators, and teachers will be more effective if these issues are addressed comprehensively rather than piecemeal.  The Department has also received feedback that packing too much into one informational letter is to be avoided as well.  To assist superintendents and other district administrations in communicating with staff on these topics, we have included a Power Point presentation (see link below) that outlines the key points in each of the informational letters.  If this type of communication support is helpful to you, please let us know.

The informational letters covered in this batch mailing are as follows:

§         Informational Letter #117   :  Learning Results Implementation Timelines

§         Informational Letter #118   :  Using the MEA in the Local Assessment System

§         Informational Letter #119   :  GLE Assessment Plan

§         Informational Letter #120   :  Local Assessment System Module of MEDMS

§         Informational Letter #121   :  Learning Results Review Process

§         Informational Letter #122   :  2004-05 MEA Administration Update

Each of the above informational letters begins with a bulleted list of key points, which also appear in the linked Power Point presentation.  If you have any difficulty in accessing or using the presentation, please contact Patrick Phillips, Deputy Commissioner at 624-6612 or patrick.phillips@maine.gov   Click on the following link to view the PowerPoint presentation: http://www.maine.gov/education/edletrs/2004/ilet/ilet116infolettersummary5-9-04.ppt

We realize that much of this information will take time to digest and apply to local programs.  Time will be provided at the annual Commissioner’s Superintendents Conference in June—and at summer regional sessions for Curriculum Coordinators—to review and discuss the information contained above.

Further updates on important topics will also be forthcoming:

§         An update on the Local Assessment System Implementation Study (LASIS), including plans to seek an independent, national evaluator to review Maine’s approach to local assessment.

§         A guidance paper on establishing reliability in the Local Assessment System

§         A more detailed description of the MEA Online implementation plan for 2004-05

§         An more detailed update on the review of performance standards (cut scores) on the MEA and for the new GLE assessment.

Each of the informational letters above has contact information for Department staff responsible for each area.  Otherwise, please contact Patrick Phillips at 624-6612 or patrick.phillips@maine.gov with questions.
