INFORMATIONAL LETTER # 65

 POLICY CODE: ILBB

TO: Superintendents, Assistant Superintendents, Directors of Instruction, School Principals, and Deans of Colleges,   Maine Education Association,  Maine Principalsí Association, and Maine School Superintendents Association

 FROM:            J. Duke Albanese, Commissioner

 DATE:             March 15, 2002

 RE:                  Nominations To MEA Content Development Committees

The Department of Education is preparing for a new cycle of development of selected response and student constructed response assessment materials for use in Maine Educational Assessment (MEA) content area tests.  I am writing to invite you to nominate outstanding teachers and/or content specialists to serve on content and development committees to develop materials to be used at grades 4, 8, and 11 in the following content areas:

        English Language Arts;

        Health Education;

        Mathematics;

        Science/Technology;

        Social Studies; and

        Visual and Performing Arts.

     The content development committees will be involved in the preparation of new assessment materials that will be aligned to standards, field tested, and benchmarked for use in MEA tests over the next three to five years.  Selected nominees will serve on the content development committees for a period of three years.  Committees of approximately 12 members will be chosen based on the information provided on the application form and in a manner that ensures a balance of experience, interest in assessment, and geographic representation from all areas of the State, and a combination of on-and near-grade participants, among other factors. The commitment will involve approximately two or three days per year and includes training in the development process. It is very important that committee members make a commitment to attend all meetings over the course of their appointments.

     Development in English Language Arts and Health Education will begin in April 2002, while development in Mathematics, Science/Technology, Social Studies, and Visual and Performing Arts will begin in August 2002. Please refer to the chart below for specific dates.  We will notify all candidates nominated in the areas of English Language Arts and Health Education of the status of their application as soon as possible or by April 8, 2002.  Nominees in the areas of Mathematics, Science/Technology, Social Studies and Visual and Performing Arts will be notified by May 15, 2002.

Teacher involvement in development and scoring of the MEA has been instrumental in the MEA programís success in providing useful program and student evaluation information to Maine schools.  As we move ahead toward the implementation of Learning Results, renewed involvement is essential.  While the participants will clearly be making a significant contribution to the MEA program, this experience also provides an excellent professional development opportunity useful to teachers in building capacity for local assessment programs.

            If you have questions about development committees, please contact Dr. Brud Maxcy at brud.maxcy@state.me.us or by phone at (207) 624-6774.  Attached is a list of meeting dates and an application form to be copied and distributed to your nominees.  Applications must be returned by March 29, 2002

 I hope you will consider nominating one or more candidates to serve on these important development committees.
