Balancing values and expectations on Maine's beaches

Plenary II

Coastal Protection and Private Property Rights: Are Maine's Environmental Regulations Achieving a Balance? an intercollegiate debate

  • John Davis, Debate Solutions LLC
  • Debate teams from Harvard and Mary Washington Universities

An intercollegiate debate provides an innovative forum for public discourse on timely coastal policy issues unique to Maine. Neutral, two-member college debating teams will present arguments for and against the question: Do Maine's existing environmental regulations reasonably balance the protection of coastal and marine resources of statewide significance without unreasonably impacting the rights of shoreline property owners? Debaters examine the rationale that informs public policy on both sides of the argument, and clarify the needs and interests of the issue's stakeholders.
