Maine Forest Service Information Related to the
American Recovery and Reinvestment Act of 2009
To All Interested Parties:
The Maine Forest Service (MFS) is soliciting comments and questions concerning Round 3 Request for Applications (RFA) for grant funding from the ARRA Wood to Energy Grants Program.
This Website contains information on the program, applications submitted and awards given from Rounds 1 and 2.
Round 3 will be officially published on or about February 22, 2011, but before the RFA is published, MFS will review the comments and questions, and to the extent possible, build those concerns into the official notice.
Comments and questions can be sent directly to MFS via the “send questions” function on this Website, or can be sent directly by email to: wood2energy@maine.gov.
As comments and questions come in, they will be reviewed and posted back to this Website on a regular basis. Should there be multiple comments on a single topic or point, those comments may be aggregated and summarized before they are posted and similarly, questions and answers to those questions may be aggregated and summarized before they are posted.
The Round 3 draft RFA is shown using the Round 2 RFA as the base document. This document has been edited and now has comments attached. The show edits function has been left on to assist reviewers in understanding what has changed and where those changes occurred. The intention is to make it easier for those who applied for Rounds 1 and 2 and those who were interested in Rounds 1 and 2 to do a quick review.
As comments and questions are posted to the Website they will be added to this draft document and attached to the places in the document text where appropriate. Should this prove to be too cumbersome or too difficult to navigate, then the comments and questions will be posted by themselves and will be available on the Website.
Please understand that the purpose, terms, and conditions of the underlying grant from the US Forest Service to the Maine Forest Service cannot be changed in any way. The purpose of this exercise is to clarify and communicate in order to produce an RFA that is clear and provides sufficient guidance to those wishing to apply.
You are encouraged to send in your comments and questions to help us include the lessons learned in the first two rounds and to help refine the Round 3 RFA before it is finally published.
The RFA process requires that the Maine Forest Service take questions and post answers as part of the RFA process. The Maine Forest Service will take these required steps as part of the RFA process. However, this solicitation for comments and questions is taking place prior to the official RFA in order to allow us to refine the RFA before it is published.
