How to Submit
- Step 1: Go to OCP's online application portal for the Adult Use Cannabis Program.
- Step 2: Select “Establishments.”
- Step 3: Select “Submit Package, Label or Advertisement for Review.”
- Step 4: Enter license number.
- Step 5: Enter access code or password.
- Step 6: Choose the review type: “Packaging,” Label,” or “Advertisement/Marketing.”
- Step 7: Enter the item name or title and select the item type.
- Step 8: Select digital or physical sample.
- Step 9: Provide additional descriptions and/or upload applicable files.
- Step 10: Review submission.
- Step 11: Check attestation.
Digital Samples
Digital samples should include images of all sides, layers, pages, and both open and closed views, as applicable.
- Samples must be submitted in one of the following file formats: .bmp, .jpg, .png, or .pdf.
- Each file must be 10MB or less in size.
- Multiple uploads are permitted.
If a sample is subject to font size or universal symbol size requirements, please provide documentation (other than a picture of the item) such as a mockup or design file that indicates the font or universal symbol is the actual size as shown. Consider also providing a physical sample to avoid rejection for improper font or symbol size.
Physical Samples
If mailing or dropping off a physical sample, a pink box with red lettering in the application will remind licensees that their submission will not be processed until OCP receives their physical packaging, labeling, or advertising sample. Please do NOT include any cannabis or cannabis products with packaging, labeling, or advertising samples.

What Happens Next
- A confirmation email will be issued from a no-reply address and will include a pending approval number (PLA####) and instructions for submitting any additional materials.
- Review will only begin once all required materials, including any physical samples, have been received.
- OCP staff will notify the licensee if additional information or modifications are required.
- An approval email will be sent to the primary license contact once the submission meets applicable requirements.
- Submissions may be considered abandoned if requested information or materials are not provided within 30 days.
- If a submission is rejected, the licensee will receive written notice identifying the reason(s) for rejection.
Applicable Rules & Statutes
Adult use licensees are reminded that the requirements for adult use packaging, labeling, and advertising materials are included in 28-B M.R.S. §701-§704 and the Compliance Rules for Adult Use Cannabis Establishments, 18-691 CMR, ch. 30. Submission for voluntary review does not replace a licensee’s obligation to comply with all applicable requirements.
Universal Symbol
Certain adult use cannabis products are required to display Maine’s universal symbol to clearly identify that the product contains cannabis. The symbol must be used in accordance with Maine requirements, including size, placement, and visibility requirements. Licensees are responsible for ensuring the universal symbol is applied correctly and consistently on all applicable products.
