Michael J. Colleran Appointed Top Maine Securities Regulator

Augusta, Maine: Commissioner Christine Bruenn today announced the appointment of Michael J. Colleran as Securities Administrator. As the state’s top securities regulator and head of the Office of Securities, Colleran will be responsible for protecting Maine investors and promoting small business capital formation.

“I'm delighted to announce that Michael Colleran has accepted an appointment to be the Securities Administrator for the Office of Securities. Mike brings great experience and knowledge of securities regulation from his position as an assistant attorney general. But equally important to me is his commitment to helping Maine small businesses,” said Commissioner Bruenn. “Mike will promote Governor Baldacci’s vision of helping Maine businesses raise the capital needed for economic growth.”

In accepting his new position, Colleran laid out two goals for the Office of Securities. “We will continue to protect investors by aggressively enforcing Maine’s securities laws. At the same time, we will strive to make it easier for business people to comply with the law,” pledged Colleran.

Colleran served for the past three years as a prosecutor in the Office of the Attorney General’s Financial Crimes and Civil Rights Division. In that capacity he worked closely with Office of Securities enforcement staff in prosecuting criminal and civil securities cases.

In addition to his experience as an assistant attorney general, Colleran has several years of experience in the private practice of law and served as law clerk to U.S. District Court Judge Daniel H. Huyett in Pennsylvania. He also is a veteran of the U.S. Navy, where he served on active duty for nine years as a Naval Flight Officer.

Colleran received his undergraduate degree from the University of Pennsylvania and his law degree from Georgetown University, Magna Cum Laude.

“Although his resume is very impressive, I am most impressed working with him and observing his contributions to the agency's enforcement program over the last three years. He is extremely bright, a careful lawyer, possesses stellar writing skills, and has a deft approach to management. He is measured and thoughtful in ways that have consistently inspired confidence amongst the securities staff and me,” Bruenn stated.
