Pursuant to An Act To Promote Solar Energy and Distributed Generation Resources in Maine. P.L 2019, Chapter 478 (Act), the Maine Public Utilities Commission (MPUC) is seeking proposals from entities to develop and administer a program to allow eligible customers of Central Maine Power (CMP) and Emera Maine to purchase renewable energy credits (RECs).

In accordance with the Act and Chapter 312 of the Commission’s Rules, projects that participate in the Commission’s procurement process for shared distributed generation resources (See:  https://www.maine.gov/mpuc/electricity/rfps/dg-procurement/ )will convey to a standard buyer all the output of the facility, including energy, capacity and RECs.  To allow subscribers to receive renewable attributes notwithstanding this requirement, the Act requires the Commission to establish a program to allow subscribers with a share of 25 kW or less to purchase RECs that are “substantially equivalent” to those conveyed to the standard buyer from the subscriber’s project at 80% of the market value of the RECs.

The bidder selected will enter into a contract with CMP or Emera Maine, or both for a term of five (5) years.  Proposals will be evaluated based upon the requirements and objectives stated in the Act and the Request for Proposals (RFP).
