Proposals to Terminate the Maine Turnpike Authority
Last updated: November 2017

Introduction

The Maine Turnpike Authority was created 1941 (P&SL 1941, c. 69) as an independent state agency given the authority to construct and operate a turnpike "from some point at or near Kittery to a point at or near Fort Kent." Since then, the Turnpike has been widened and there have been numerous proposals to terminate the Authority, merge its duties and operations with the Department of Transportation, or to create a new agency by combining both entities. PL 1981, c. 492 repealed parts of the 1941 legislation and codified the Turnpike’s enabling legislation in 23 MRS §311 et seq. These statutes were repealed by PL 1981, c. 595, and the new statutes were codified in 23 MRS §1961 et seq.

This legislative history covers attempts to terminate the Maine Turnpike Authority. For information about the creation and widening of the Maine Turnpike Authority, see the law library’s legislative history on this topic.
