From building infrastructure to offering job training to the unemployed, many activities of State government are accomplished through goods and services provided by private sector firms and community organizations. Small businesses, especially those from disadvantaged communities, often do not have the staffing capacity, access to capital, or knowledge of state purchasing systems to bid on and win business from the State. Less competition for grants and contracts can result in higher costs for taxpayers or the State missing out on innovative solutions.
With funding from the Maine Jobs and Recovery Plan, the Division of Procurement Services at the Department of Administrative and Financial Services will develop new systems and processes to encourage a more diverse mix of businesses and organizations to participate in State grants and contracts.
