Welcome to the Maine Recovery Council for opioid abatement resources

The Maine Recovery Council was established pursuant to the Maine State Subdivision Memorandum of Understanding (PDF) and Agreement Regarding Use of Settlement Funds and 5 M.R.S.A. §203-C. The purpose of the Council is to direct the disbursement of funds within the Maine Recovery Fund for specific uses throughout the state to address the opioid crisis in Maine. Examples of approved uses are reversing overdoses through naloxone or other FDA-approved drugs, expanding the availability of medication assisted treatment for Mainers struggling with opioid use disorder, helping Mainers avoid opioid use through evidence-based prevention programs, and providing additional special education resources to Maine school administrative units.

The Council is composed of 15 members appointed by the Governor, the President of the Senate, the Speaker of the House, the Attorney General, and certain counties, cities, and towns in Maine.

All meetings of the Council are held in-person, unless otherwise specified on the Council meeting notice and agenda. Council meetings are open to the public and members of the public are permitted to attend to observe but not participate unless otherwise specified on the Council meeting notice and agenda.  Members of the public may also observe by a remote video link provided in each agenda.

The Maine Recovery Council is inviting interested firms or individuals to apply to provide Grant Management services, described below, to the Council on a contract basis. 

Overview: 

The purpose of the Maine Recovery Council is to direct the disbursement of opioid settlement funds within the Maine Recovery Fund for specific actions on a statewide basis to address the opioid crisis in Maine. Examples of approved uses are reversing overdoses through naloxone or other FDA-approved drugs, expanding the availability of medication-assisted treatment of Mainers struggling with opioid use disorder, helping Mainers avoid opioid use through evidence-based prevention programs, expanding harm-reduction programs and services, and providing additional special educational resources to Maine school administrative districts. The contractor would provide support directly to the Maine Recovery Council Executive Director. The Maine Recovery Council Grant Management RFP document can be found here (PDF).

Application Instructions:

  • Interested parties are encouraged to submit applications by email to inforecoverycouncil@maine.gov
  • Submissions are subject to Maine's Freedom of Access Act, 1 M.R.S.A. § 400 et seq.
  • Submissions must include an electronic copy of the Maine Recovery Council Grant Management Services RFP document. 
  • Submissions will be accepted until 11:59pm EST on Thursday, July 31, 2025, and submissions received after that time will not be accepted.  The Maine Recovery Council reserves the right to reject any or all submissions in its absolute discretion.
