State Emergency Response Commission (SERC)
The State Emergency Response Commission (SERC) exists in order to coordinate emergency planning, training and right-to-know activities with regard to hazardous materials. The SERC was created under Maine law and in accordance with federal law.
The State of Maine has adopted rules allowing the SERC to charge fees to facilities which inventory certain hazardous materials. This creates revenue which supports planning, training and right-to-know activities at the State and local levels.
We invite you to review the statues and rules under which the SERC operates:
Maine Statute: Title 37-B MRSA Chapter 13, Subchapter 3-A
Federal Law: Emergency Planning and Community Right-to-Know Act
State of Maine Agency Rules: Maine Emergency Management Agency, Chapter 2
