An Order Establishing a School Bus Refurbishment Pilot Program

AN ORDER ESTABLISHING A SCHOOL BUS REFURBISHMENT PILOT PROGRAM

WHEREAS, the State of Maine and school administrative units spend substantial amounts on the purchase of new school buses annually;

WHEREAS, service lives of many school buses may be substantially extended by a refurbishment program and the safety of the fleet may be increased;

WHEREAS, such refurbishment program will improve the quality of school transportation in the State and ultimately reduce spending by alleviating some need of new bus purchases; and

WHEREAS, the Maine Military Authority has the facilities and expertise necessary to complete such refurbishment;

NOW, THEREFORE, I, Paul R. LePage, Governor of the State of Maine, hereby order as follows:

  1. The Department of Education and the Maine Military Authority shall establish a pilot program to refurbish school administrative unit school buses that meet certain eligibility criteria to be determined jointly by the Department and the Authority.

  2. School administrative units may apply for school bus refurbishment at the discretion of the Department and the Authority. The Department shall reimburse school administrative units if and when funds for that purpose become available according to a reimbursement schedule to be developed by the Department.

  3. The Governor’s Office shall use best efforts to seek statutory changes authorizing the reimbursement of funds to school administrative units in Fiscal Year 2013 for amounts expended in Fiscal Year 2012.

The effective date of this Executive Order is September 28, 2011 and it shall expire on June 30, 2012.
