Do you want me to just sort of follow the agenda with you, or would you like me to give an overview of van delivery? 15:17:02 Since I know that's a hot topic and then i'll i'll stop talking. 15:17:07 Yeah, we can go out of order if you wanna talk about band delivery, and then I can. 15:17:12 So anything in. And if you have any other updates, because I know you love giving building updates. 15:17:22 Oh, yeah, thank thank you. Well, you know I would say that to all of you on the call. 15:17:30 If you haven't already taken a Look at the main library association conference that's coming up at the end of this month, and the main info at pre conference, please please take a look and i'll leave it to 15:17:44 our trusty chat. Take a look at that if you haven't already, and if you haven't already registered in person, it'll be a great chance to get together up at Sunday River and David Nutty at the University of Southern Maine has 15:18:13 already promised. I am as far as building updates, and I appreciate that, Janet. 15:18:25 We the I would say. the battle, the battle continues. 15:18:32 It goes on we we will we will see where we're at in another couple of weeks 15:18:40 All of the work that has been committed to doing the building. 15:18:44 The State Library Building is under way. some of the work has been significantly under priced, therefore over overbid. 15:18:56 But that should surprise none of you with the rising costs of a number of things. 15:19:06 So some of the work that we expected to see done at the Main State Library will take some additional funding, simply because of the rising costs. 15:19:14 But we're happy that it continues and we maintain an open, you know, an open environment. 15:19:23 At 2 42 State Street nonetheless as far as rising cost. 15:19:30 Go, and then maybe i'll segue and we can go out of out of order in the agenda. 15:19:36 Jan has been talking and sharing with all of you for a couple of weeks now. 15:19:42 The anticipated cost of the Van delivery services that we get through freedom express and 15:19:51 Suffice it to say, we have yet to nail down final costs because of the volatile market. 15:19:56 But we have been in contact with the freedom express management. 15:20:03 The owner of the company for the last couple of weeks. and 15:20:09 The prices are expected to increase quite significantly, And I think Janet put that in the agenda in terms of 15:20:20 The overview of the topic for for this particular item we We anticipate at least a $7 per stop increase. and what you you should all know is that while we're not here here today because we just don't have the 15:20:39 data, or the information to propose solutions but the it's a catastrophic cost increased we and by catastrophic I mean, it far exceeds the budget that we have as state library to support 15:20:57 the one day of Free Public Library delivery costs that are given to us through the Legislature, and the cost that would be passed on to some of the 15:21:11 The rural stops that we've. picked up traditionally as well as the academic cost, increases of which those libraries pay for on their own are quite significant. 15:21:26 So we are looking at all of our options. We know from the Lsta Survey feedback that band delivery is one of the the the the most utilized and beloved services that we offer in the State 15:21:47 of Maine, and it's our goal to try to keep that going. 15:21:51 So I think again in the app that Janet provided in the agenda. 15:21:59 Our goal at the State Library is to identify funds that we might be able to put towards the Van delivery contract to ensure that we can meet our State mandated obligation of pain for one free day for the 15:22:16 public libraries per week per, you know, annually, and then also to help subsidize. 15:22:27 The call for the existing the other existing libraries, participate on the program to get to get us through the next year, and then all of us combined through a special committee task force whatever you want to call 15:22:47 it can take a hard look at our van delivery operation and identify creative ways to accomplished the same thing, but in much more state stable cost. 15:23:04 Stable manner. because when we're held to sort of gas prices and human resource costs it can it can rise exponentially, and that's what we're facing Now, and it's not unlike any other 15:23:19 industry. So this shouldn't come as a surprise to us but because it's such an important service that we attempt to deliver. 15:23:29 The impact is significant, and it could have disproportionate impacts to our library community. 15:23:38 So we want to talk about this with you we'll continue to share information. 15:23:44 Janet. Janet did sign us up for a session at Mla. 15:23:50 To talk about this further. and it's not to say we won't call for a special meeting before that but it's It's it's a tough not to to crack this one because the costs 15:24:08 are so immediately so exponentially higher but we'll we'll get through it. 15:24:14 That's what we do we've stuck together through through a lot of different things. 15:24:19 Some of you may remember the time when we had to fund partially the Msln network and public libraries contributed a little bit more. 15:24:32 That year we raised a $100,000 through public library. 15:24:39 So we come together as a library community, and we we will figure this out. 15:24:42 But just know that everything's on the table we're looking at all of our options. 15:24:50 And this is, not so strong forward is just communicating to all of you that we have a price increase, and that we have to absorb It's it's a little bit more than that. 15:24:58 So stay, tuned, Janet. If you have anything to add, please please do. yeah. 15:25:05 No main a challenge to run this type of service you know They're looking at price increases in Rhode Island and Connecticut. 15:25:14 Where they do statewide Rhode Island statewide, I mean. 15:25:17 How hard is that? You know but the geography of name, and you know how how we're populated, and you know how far apart things are. 15:25:30 It's a real challenge, and you know Jamie mentioned that you know some of our rural stops are, you know, twice 15:25:40 The amount of the increase, and so we absorb those costs. 15:25:45 Mainly. those are, you know. one day only folks but you know some are a couple of days. 15:25:54 You know, just from an equity standpoint and so we're trying to keep that equity lens in mind, you know, when we're looking at this, because it is such a beneficial service. 15:26:06 So you know more to come. we'll put creative things caps on, and you know hopefully, you know we'll find a good way to get through this. 15:26:16 But Janet. there's a question in the chat from Vows library. as to whether the issue is connected to a contract or I I can I can speak to that. 15:26:29 I know, and it has the answer as well. Thank you, Lisa. 15:26:31 Yeah, so with the last Rfp. that we did Freedom express, was the awarded the winning vendor. 15:26:41 If you will, and the way that that works is that we have the option of 5, one year contracts to renew each year on July one. 15:26:52 So we have The option of afforded to us to re-contract with freedom express starting in July for a Another One year contract, and we could do a longer contract but freedom express over the past couple of years is as asked to 15:27:11 just do run your contracts because of the the the costs 15:27:16 And the changing cost. So we have the ability to contract with them without going back out to bid, and that's a luxury afforded to us. 15:27:27 Now, if we wanted to go back out to bid we could. 15:27:30 Janet and I would both tell you that in the last probably over the last 10 years. 15:27:36 What we've done. 2 or 3 Van delivery Rfps and all of the vendors that have bid beyond Freedom Express have already been cost. 15:27:49 I mean going back 4 or 5 years, 6 years already bid costs that are higher than what freedom Express expects us to be paying in the next contract. 15:28:00 So we know we're still getting the best deal there are main company. 15:28:05 They wanna work with us, but their their costs are increasing. 15:28:14 So we we recognize that but because we're going into a new contract, and we're going to you know you know we're gonna have to lock that down soon, we have to everything on the table. 15:28:28 So if the costs presented to us by freedom express are such that we can't afford to subsidize enough to make it affordable for libraries, we want to engage in a conversation with all of you about alternative options 15:28:46 usps ups lots lots of other options, and well I shouldn't say lots of other options, but you know over the next year we could discuss lots of other options, but it's it's one of those it's one of 15:29:06 those situations where we we want to accomplish the goal of making sure that books get into the hands of the people that were request them and do it. 15:29:17 The most economical way, and what all of you should know. 15:29:20 And I think this is really important, especially if you I use language loosely, or if Janet uses language loosely, this is not about savings. 15:29:30 We are not going through a cost savings exercise. 15:29:36 If anything, the expenses that we all incur will be as much or the same. 15:29:40 Going into the next year, but we might have to do it a little bit differently in order to achieve the same goal. 15:29:47 If that makes, if that makes sense. but hopefully, we can accomplish that with breeding express, and then frankly bias the time to have a conversation with libraries across the State over the next year to to really dream you know 15:30:04 and vision, and think about ways. I mean i've often thought and I I know the economics behind this would only work for a couple of libraries. But, gee! 15:30:16 Your patron comes in. They want a certain item. Just buy it, buy it from Amazon. 15:30:21 Okay, you back, yeah, or buy it from whomever the book who remember your book company is will pay will reimburse you for that cost, because the 25 to $30 that you might spend on that particular book could be cheaper 15:30:37 than actually delivering it to you through Vand delivery. 15:30:41 If you can, if you can actually confrehend that which is sort of mind bottling. 15:30:46 But that's sort of the level of thinking that we're giving to all of this Tammy there's a question in the chat ancillary to that about using mplf grant funds for that Yeah, I 15:31:00 think I think it's a I see it from Janet Wilson. 15:31:04 It's a terrific question, and I think I think all of those things have to be on the table. 15:31:12 The The main public library fund through the tax check donations. has has resonated with main taxpayers. 15:31:23 You know that that's a fund that has received consistent income for the past couple of years. 15:31:32 I would say, past 5 years, and it's substantial it's in the 40 to $60,000 range, and I think if we look at what we might be able to use from from some small but unbeat unused 15:31:49 Arpa Funding Main Public Library Fund funds. 15:31:54 We did get more in the governor's budget for vand delivery, not enough to cover this cost increase, but we got more for it. 15:32:03 I think if we cobble something together we can. We can make it work. 15:32:06 And again, our goal is to have as little disruption is possible, and cover costs, even if it's throwing good money after bad for one year to just have some stability. 15:32:24 Have us all continue with this cause again. We know we know from surveying, and Lsta we know from the feedback we get. 15:32:33 This is an incredible service in the State of Maine. It is probably the most highly treasured service in the State of Maine. 15:32:44 Of all of all State Library surveys it, you know. 15:32:48 So I think if we can get ourselves to a point where we know that we can do this and subsidize costs, so that libraries won't be pulling out of Van Delivery, because they can't afford it then we frankly we 15:33:03 buy ourselves a year that's what we're talking about buying ourselves a year to be able to have some frank conversations bring in the administration. 15:33:13 Maybe private funders and talk about a new delivery paradigm, whatever that looks like. 15:33:22 And frankly, you know, career services have existed for a long, long time. 15:33:28 If gas prices fall back to 2 bucks next year we're going like no one's gonna talk about this at all. 15:33:35 Not you know, but I think we need to regardless because we're in a position now, and if it weren't for our but funding and some other infused Federal funding that you know we could possibly take advantage of we'd 15:33:50 be out of luck. I mean we'd be completely out of luck, and we don't wanna be vulnerable like we never want to be the vulnerable ones. 15:33:59 I think we wanna be able to control. where we're at with the the services that we that we buy, and I bet there's a smarter way to do it. 15:34:08 We know that that I i'm sorry jan I know i'm really We know that the that the academic libraries, just because of their their constituencies. 15:34:21 Our becoming more and more electronic based il so the resources that their students that they're faculty are requesting are much more electronic versus paper, but they still have a big paper book physical material. 15:34:44 Volume. We know public libraries aren't close to that and that's fine. 15:34:48 We don't. we're not looking to change that per se but you know we get all of our heads together and have some breathing room. 15:34:55 We can probably think of some creative things. But right now just so right now, Janet 9, and will the we'll carry this on our shoulders and keep you all in the loop. 15:35:10 This we're in crisis mode because this is these are some big increase. 15:35:18 No one should feel sorry for us but just know that we're the we're doing all the number crunching It might need to be top down sort of solutions that we present to get through this next year and more than anything we just 15:35:31 wanted you to have the heads up. We just wanted to be aware. 15:35:35 Not be blindsided. but this is what we'll be working on over the next couple of days. 15:35:42 As we happen for the next few days. so yeah and i'll just add a little bit more information about the contracts. 15:35:53 8 boom, and colby have their own contract for apps we're kind of overall go over go out to Rfp. 15:36:00 And then there are 3 contracts, and the University has one for all the university locations. 15:36:06 Baseball and Colby have one for the 3 of them, because they do a lot in between each other. And then we have the larger one that has all the public libraries, the small colleges, the community colleges, and some of the schools, And so 15:36:20 there is actually 3 different contracts that are going to be impacted by this, and we'll you know we'll be working for the good of all, you know. 15:36:30 But you know the larger piece that we manage is is, you know, the the one for the public school community colleges and small colleges. 15:36:44 And so you know it's it is it's something that in display with other state libraries, we've been talking about the impact and seeing all the prices going up. 15:36:55 And then we've hit this what is Jamie called the catastrophic level of price increase increases. 15:37:03 But he is right. The last time we went out to Rfp. 15:37:07 We the pricing that we got from the one other service that bid was this: $2526 per stop. 15:37:20 They, you know. and so, you know, Freedom express at 1914 looked, you know, obviously 1 one the Rfp. 15:37:29 And there is very few services that do the entire State. 15:37:39 There are a lot of services that just do the southern part of the State, you know, and so do we have to factor in different locations. 15:37:46 And how do we move books back and back and forth through that? 15:37:53 And then part of the high cost. is a lot of couriers don't have the capacity to do the sorting that's required for Iol. 15:38:02 And so that's another thing. that this working group in this committee have to look at You know we have 2 sorting facilities, and the vendor hereles those sorting facilities. 15:38:12 So there, there's a lot of ways to creatively think about it, but it would create a lot of changes even now. 15:38:22 Nationally. I was looking at the upf ups. 15:38:26 Has us contract with all the States or lowered lowered services and now i'm forgetting the acronym, But it's nas something or other ups has not negotiated with the States for that contract that 15:38:42 other States can buy off of mainly because of the volatility. and so they didn't renew their contract for January or February 2022. 15:38:55 And so negotiations are still going on but everybody's paying the retail price ups, and as well all know, ups has gone up the postal service has gone up, and so part of it is just 15:39:10 crunching the numbers, and where are those lines so you know there's work to be done with the data. 15:39:15 There's work to be done with the process there's work to be done looking at, you know how we think and and do things. And so that's why you know when Jamie said, putting a working group together you know multiple people come up 15:39:30 with really good ideas and multiple sources. so you know that that's where our hope is so. 15:39:38 And you know, be The other thing is we know more. 15:39:42 Smaller libraries do want to come on, and price is an obstacle, which is why we were subsidizing that. 15:39:49 And and now we have to put a stop on bringing in new libraries, because you know the money question, Isn't answered. 15:39:57 And and so you know it's just tough it's a tough place, you know, to be in. 15:40:01 But you know, as Jamie said, we will get through it. 15:40:06 But if you have any questions or ideas, you know, you got my email address. 15:40:11 Yeah. actually pushing my retirement. I I would need at least a year off to just, you know. 15:40:36 Collect myself on that one but anyways. but thanks Jamie so much, and thanks everybody, you know, for understanding and knowing what we're up against with this. 15:40:52 So The other thing I wanted to remind everybody is the arpa reports super happy. 15:40:59 We've had 96 libraries submit their reports, you know yay thank you so much. 15:41:05 But that means there are 117 of you that haven't submitted your report yet. 15:41:11 We'll start sending out reminders probably via the Grant system. 15:41:17 Have to figure that piece out but you'll probably get an automatic automated reminder. 15:41:26 You know that the the Grant report is due by June 15. 15:41:32 If you can all get it done before june fifteenth so we're not bumping against that that deadline, and that deadline is for me, you know, because between retiring and i'll be working on this report on 15:41:50 contract, you know. I don't wanna spend a lot of time chasing libraries down to try to get the report submitted. 15:41:58 I want to spend the time actually doing good good job on the report because it's it will be the most complex Lsta report that I've ever done. And so it's going to entail a lot. 15:42:12 So I put in the email. You know you can log into the grants portal. 15:42:17 Just make sure you're looking for opera because we also have the main Public Library Tax Fund grants. 15:42:23 There, so look carefully, especially if you have If you applied for an Mplf. 15:42:31 Grant, because your name will be listed there a couple of times. 15:42:33 Have screenshots in the instructions and guidance that we have at the Arca. 15:42:41 Website, and I included those and i'll include it again in the recap. 15:42:45 So it's it'll be a very long process and not a log process. 15:42:51 There's always a typo and so you know I would really encourage and ask you to meet that june fifteenth deadline, you know, for for my sanity more than anything else. 15:43:05 So the other thing I I wanted to thank everybody who 15:43:10 Responded to the Lsta survey. I was really excited. 15:43:15 We got 135 respondents. We had respondents from all library types which was great. 15:43:22 The majority was from public libraries. I posted all the summary data with all those beautiful little charts. 15:43:30 On the Ms. Msl. Lsta Web Page and I also pulled out all the comments. 15:43:37 There were some really interesting things in the comments, and those comments included some suggestions for rewarding goals. 15:43:46 And you know some other information that you know super super helpful for us, you know. 15:43:52 Sometimes alone voice represents many people and sometimes a loan voice is just a long voice, but it's always good to read through the comments. 15:44:01 That's why we ask for them because it really does help a lot. 15:44:05 I don't know if anybody has any questions about the 15:44:16 The the survey that you did or you know the current status of the 5 Year Plan is, i'm updating information. 15:44:26 I'm working with all the different program people who are involved in They're helping me update wording and make it Look not make it look new, but add new language and update it. 15:44:40 We will be infusing diversity equity and inclusion. 15:44:47 We'll probably have a statement, in in there as well and probably align with the the governor's climate change work to that. 15:45:01 We, too, think, you know, i've had a lot of people reach out about green libraries, and you know i'm just remembering. 15:45:08 I think so. Somebody wrote to me and said, You know this should be a topic at one of these meetings is you know how to make your library greener, and you know that will certainly be something that we will be talking about and will probably also and this is 15:45:26 a perfect example. I saw in the chat Chip set electric trucks. 15:45:30 Marika, and I have been talking to folks in the Governor's climate office. 15:45:35 There is an initiative through State Government to, you know. be more thoughtful and infuse information about energy, and I talk to her about the the the Band delivery. 15:45:49 And she started talking about electric trucks and so i'm gonna put her together with Mark the owner of freedom expressed. See what can be done with the Federal money They have to bring our clean clean main agenda forward on i'm 15:46:04 forgetting. you know don't give me their merits for not remembering what the governor's initiative actually is. 15:46:11 It's you know it's not make main green but you know something like that. 15:46:16 So you know we're we're thinking of you know a variety of different ways. 15:46:21 Multiple pathways to success for a lot of different projects. 15:46:25 Thank you, Marika, me can't wait nick main green would have been just as good. 15:46:31 But, man, I I think that's great thanks so so anyways working forward the the deadline for the 5 year plan is June thirtieth, and so you know, you've given me all the import important. 15:46:51 Input that I can use help, right the plan and talk to the other people that are, you know, actually running the program. 15:47:01 So again. Thanks for your contributions to that it's really really Okay, appreciate it. 15:47:08 So let's see a new item on the agenda that wasn't there was spring council, and so i'll hand it over to Marika to talk about the upcoming spring council meeting. 15:47:21 Sure I was it's it's actually main one way not main. 15:47:26 Can't wait Yeah. so the council meeting we switched it because of the election cycle that falls on June fourteenth we switched into the sixteenth, which I know for academic libraries is not great 15:47:41 but it is what it is. so june sixteenth one to 4, and we're working with the cross cultural community services which is an organization that focuses mostly on training of organizations and individuals and different groups on 15:48:03 diversity equity and inclusion issues they're in Portland and I I know they worked with a handful of libraries, because when I've been talking with them they mentioned that previous work. 15:48:15 So the the focus of the Council meeting will be on xity and inclusion. 15:48:19 And what that means for library services I know that there's also a number of libraries that are already doing their own work. 15:48:27 So we're hoping to have some time for exchange of ideas, exchange of experiences in there. 15:48:36 The the way we're setting it up is we meaning Jamie, who I guess. 15:48:41 Yeah, Jimmy still here will kind of kick things off with some of the work that Msl. 15:48:45 Has been doing in the equity area and and we'll have time for a discussion around that. 15:48:55 And then the Cross cultural team community services spoke it's a mouthful will lead us more in a workshop. 15:49:02 Focus on some things around dei and the themes were we don't have a set agenda because we haven't hammered those out yet. 15:49:13 Exactly, but the themes surfaced in that continuing education survey that we did back in January ish timeframe 15:49:20 So some of the topics that people are interested in or that they saw as emerging things in their communities are also connected to equity and inclusion. 15:49:32 So we're gonna kind of push those 2 together so for example, climate change. 15:49:37 It is impact or has a relationship to yeah as does serving people who are experiencing homelessness or food and security. 15:49:49 So those very real tangible library topics we're working with this facilitator group to merge together. 15:49:59 So we'll have some smaller group Discussion time on those things so think, think, adi equity, diversity, inclusion and library services as well with the with the main thrust, will be 15:50:15 Thank you so much. we've got a holding place on the calendar. 15:50:24 And so you know what's the details for the breakouts are worked out. 15:50:28 Well open it up for registration. So the other things that I wanted to talk about couple of things going on at Mla will be presenting co-presenting with 15:51:18 The Golfer Main Research Institute We been working on a grant with them, and the grant was very much written, not for Covid. 15:51:27 So we've had a kind of year of you know like kind of learning to work with each other, and kind of making some changes. 15:51:34 But they're going to talk about the grants and this concept of connected learning ecosystems and 15:51:44 So so we have Msl. staff, gmri staff and a librarian, I think, from Kenny Bunk, who is already in a connected learning ecosystem. 15:51:58 With the schools in the area so very excited about. about that. 15:52:03 And the other thing I wanna think sarah Luchizi, and I hope i'm saying your name name right. 15:52:11 But you know, for helping us facilitate with the Department of Transportation to have Ebike demos at Mla. 15:52:20 So Patrick. I think his last name is Andrews will be at our table to answer questions about an upcoming program in the fall, where libraries can get ebay bikes to lend and the bikes will come from the department 15:52:36 of transportation, and so they'll you know they wanna pick, you know. 15:52:43 Probably, you know, 8 to 10 libraries across the State to kind of pilot this and see how it is So in the same way that Milanocket lens, you know, a kayak or skis, and all of you may be 15:52:55 lending cake pans and other things and ebook, ebook andy books and ebay is an option as well. 15:53:05 So Patrick will talk about the department of transportations. 15:53:08 Thoughts about this, but they were very excited in thinking about the opportunity to be able to get people excited and be able to test out e-bikes. 15:53:20 They were really looking at it as a short term part of the year solution. 15:53:26 I don't know how good you ebikes can you put, studied snow tires on them, and drive them in the snow. 15:53:34 So you know, maybe not all year round for commuting, but they certainly help with greenhouse gases, and as do electric cars as well. 15:53:45 So very excited to be, you know, able to bring something super participatory to 15:53:50 Mla as well. So I thank them for working with Sunday River to give us time to help people be able to go around that circle and loop and see what it's like to ride an electric bike so 15:54:05 that's about that's all I had on the agenda. if I like Lisa mayers will totally put studied tires on an ebay. 15:54:18 Yeah, yeah, yeah.
