Hazard Mitigation Grant Program (HMGP) Application Period Open

Maine will be receiving mitigation grant funding from the Federal Emergency Management Agency (FEMA) as a result of the Federal Disaster Declaration (DR-4367) Maine received following the York County Severe Storm that occurred between March 3rd and March 8th, 2018.

Approximately $207,894 will be available in hazard mitigation grant program (HMGP) funds for eligible projects that will help the communities avoid future damages from natural disasters.

Applications must be received by 5:00 pm on March 29, 2019. The State Review Council will evaluate applications during April 2019.


Eligible sub-applicants include:

  • Local Governments
  • Native American tribes
  • Private non-profit organizations (must be sponsored by local government)

Applicants seeking HMGP funds must be:

  • Participating in a FEMA-approved County Hazard Mitigation plan
  • Their project must be cost beneficial using the FEMA's Benefit-Cost Analysis (BCA) software. (That is, the cost of the project must be roughly equal to or less than the historical costs of repairing previous damages at the site.)
  • The proposed project must comply with environmental and historic preservation laws and
  • Compliant with the National Flood Insurance Program (NFIP)

Please note there is a 25% local cost share requirement that is the responsibility of the sub-applicant. Cost share can also be provided by in-kind resources such as municipally owned and operated equipment.

Technical assistance is available to help applicants prepare competitive applications. With the support of the Federal Emergency Management Agency, MEMA will be conducting two BCA workshops to guide applicants through the Benefits to Cost Analysis process. Attendance at either workshop will qualify you for an additional 5 points on your application package (for first time workshop attendees only). The workshops will be listed in the MEMA calendar and on the funding notice here. Future workshops will also be scheduled in 2019 closer to the HMGP deadline.
