Introduction

The effort to legalize the use of marijuana began in 1979 with enactment of PL 1979, c. 457. This act established the Marijuana Therapeutic Research Program.

The act actually permitting the use of marijuana was proposed by a Citizen’s Initiative which was rejected by the Legislature but enacted at referendum in November 1999.

Materials include copies of the legislative document, amendments, testimony presented at the bill’s public hearing, and legislative floor debate from the House and Senate, if available.
