Schools that receive program approval from the Maine Department of Education can claim a per-pupil subsidy by submitting per-pupil counts in October and April. A program must operate a minimum of 10 hours a week in order for a district to receive this subsidy.
Only school administrative units can receive funding for public preschool programs. A school may choose to partner or sub-contract with a community-based program in order to provide a program. In those cases, there must be a yearly Memorandum of Understanding (MOU) that clearly explains the relationship and requirements of each party involved. This MOU must be submitted to the Maine DOE on a yearly basis.
