Notice to Maine Commercial Harvesters: It's Time to Renew DMR Licenses for the 2022 Calendar Year

Dear Commercial Harvester:

It's time to renew DMR licenses for the 2022 calendar year.

Make sure your landings reports are up to date and that you do not owe reports. If you owe reports, your license will not be available to renew. You will need to contact the landings program or upload your reports before your license can be processed. You may call the DMR Landings Program at 207-633-9500, or email them at


Limited entry licenses include: Commercial lobster and crab, Commercial Scallop, Urchin, Sea Cucumber, and Elver licenses.

In order to renew a limited entry license for 2022 you must have held that license in 2021.


Non-limited entry licenses include: Commercial fishing, commercial pelagic, menhaden, eel, mussel, quahog, surf clam boat, scallop spat, seaweed, student lobster and apprentice, noncommercial lobster/scallop/demo licenses, saltwater registry and operator licenses, & sea urchin tender.

From November 15, 2021 to December 31, 2021, if you are applying for one of the non-limited entry licenses listed above for use in 2022 and you did NOT hold that license in 2021, you will need to select "next year" from the drop down menu in DMR's online license system, LEEDS, or you will be given a 2021 license, NOT a 2022 license. Starting on January 1, 2022, if you are applying for a non-limited entry license for use in 2022, you will need to select current year from the drop down menu in LEEDS.

Additional Important Information:

If you are fishing for Menhaden, please be sure to select the appropriate Menhaden License. If you hold a Pelagic license you will NOT be covered under that license to fish for Menhaden.

Lobster Trap Tags: Tags take between 4 to 6 weeks to obtain. Please plan accordingly.

If you do not get your full allocation of trap tags when ordering your tags initially, keep in mind you cannot get replacement tags until you have ordered your full allocation of trap tags, and it will take 4 to 6 weeks to fulfill your order. (Example - If you are eligible for 800 tags but obtain only 600 tags, you cannot get replacements on those 600 tags until you have purchased your full allocation of 800 tags).

Tags that are sent to an address that is a PO Box number will more than likely be sent to your local Post Office. The Post Office will not forward them to the mail carrier, so you will need to check with the Post office that your town uses to deliver YOUR mail. Do not wait longer than 6 weeks to notify us that you have not received your tags. If you supply us with an email, you will receive tracking information on your tags.

If you are planning on using your 2022 tags prior to June 1st of 2022, you must have a 2021 and a 2022 tag in your trap to be considered legal. If you have increased your trap limit, you must submit an affidavit requesting to use your 2022 tags before June 1st, as not all your traps will have a 2021 and 2022 tag, because of your increased your trap limit.

If you have a federal lobster permit, or are obtaining a federal permit, please ensure that once you have purchased your license and entered your federal permit number, you see EEZ under the Permit area on your license. If it says NON, your tags will be ordered as state tags (NON). Call us immediately if you do not see the correct designation of either EEZ or NON and we can make the correction with the tag company before they process your tags. It is your responsibility to notify us if the tags are not ordered correctly, and you will be required to pay for the reissued tags.

Halibut Tags You must have a current federal permit that allows for fishing in federal waters for halibut listed on the vessel in order to obtain federal tags.

If obtaining your license online with the LEEDS system, you will be responsible for printing your own license(s). If, however, you need us to print a license for you, we will be more than happy to do so, but you must contact us.
