Prescription Monitoring Program
The Prescription Monitoring Program (PMP) is a secure database that is used across the State of Maine to improve public health by providing controlled substance drug use information prior to prescribing or dispensing those drugs. The PMP is a key part of the State of Maine’s Opioid Abuse strategy by decreasing the amount and frequency of opioid and controlled substances prescribing.
How does the Maine PMP work?
Step 1. Prescription dispensers upload data to Maine PMP
Who submits the data?
- Maine pharmacies
- Mail-service pharmacies
- Remote-dispensing pharmacies
- Other dispensers, including dispensing physicians and veterinarians
Step 2. Maine PMP securely stores the data
How is the data kept safe?
- Data is stored in a secure, encrypted database
- Data is stored by dispensing record, not by patient, prescriber, or pharmacy
- Data is only accessed by permission for treatment and patient safety
Step 3. Authorized professionals securely access the data
Who can use the data?
- Licensed prescribers: Physicians, dentists, nurse practitioners, physician assistants, pharmacists, veterinarians, and dispensers
- Delegates of licensed prescribers
RxGov Role Definitions
Here are the roles in the new system. Please consult the following definitions when selecting an RxGov User Role. If you have questions, please call us or email us for help: PMP@maine.gov.
Submitter Role Types
- Submitter: Submitter role applies to those who submit ASAP files and dispense data on behalf of licensed clinicians. Register for this role if you do not have authority to view or query patient data. Some Data Submitters may submit data for large organizations and multiple dispensers. This role does not require a DEA number.
- Submitting Dispenser: Submitting Dispensers query, view, and dispense to patients and also upload their own ASAP files and dispense data independently of additional staff or a third-party. Registration for this role requires the registrant to have a valid DEA number. Any user that submits data but does not have a DEA number should register for the Submitter role.
Prescriber Role Types
- Prescriber: A clinician who has prescriptive authority, including Physicians, Dentists, Nurse Practitioners, and Physician Assistants. These clinicians will have their own active DEA number. This role gives clinicians the ability to query patient dispense records within RxGov PMP to ensure that there is no abuse, misuse or diversion of controlled substances.
- Prescriber Delegate: Prescribers and Dispensers (i.e. pharmacists) may query patient dispense records but may also delegate this task to a designee. Both the Prescriber (acting as the delegator) and the Prescriber Delegate must be registered and authorized to use the PMP. Once activated in the RxGov system, the Prescriber or Prescriber Delegate may then create a relationship within RxGov.
- Medical Coordinator: A clinician that supervises one or more prescribers but does not query dispenses or prescribes to patients.
- Medical Coordinator Prescriber: A prescriber who writes prescriptions, performs patient queries on dispense records and also supervises clinician prescribers in one or more facilities/systems.
Dispenser Role Types
- Dispenser: A clinician (i.e. pharmacist) who views and queries patient data prior to dispensing a controlled substance but does not submit ASAP files or dispense data to the RxGov PMP. This role requires a valid, active DEA number.
- Submitting Dispenser: A clinician who queries and views patients’-controlled drug history prior to dispensing a controlled substance and submits ASAP files and dispense data to the PMP. An example could be an independent pharmacy that submits its own ASAP files and dispense data independently of a third-party company that submits ASAP files on its behalf.
- Dispenser Delegate: An assistant to a Dispenser who runs reports on behalf of the Dispenser.
Veterinarian Role Types
- Veterinarian: A veterinarian with a valid, active DEA number and controlled substance prescriptive authority. This role allows veterinarians to query non-human patients in the RxGov PMP to ensure that there is no abuse, misuse or diversion of drugs. Veterinary PMP users will only have access to non-human controlled substance dispensing data.
- Veterinarian Delegate: Veterinarian technicians or front desk staff that can view non-human dispense records. These users do not have a valid, active DEA number or controlled substance prescriptive authority. Both the Veterinarian (acting as the delegator) and the Veterinarian Delegate must be registered and authorized to use the PMP. Once activated in the RxGov system, the Veterinarian or Veterinarian Delegate may then initiate a relationship within RxGov.
Creating Your Account
Each PMP system user must register and create an account in RxGov, our new PMP system. Follow these steps to create an account:
- Go to https://mepmp.rxgov.com
- On the RxGov home page, click Register.
- Enter the following required information:
- First Name
- Last Name
- Mobile Phone Number
There are 3 ways to receive RxGov Support: (Support hours are 8 a.m. to 8 p.m. Eastern time Monday through Friday)
UPDATE: Legacy PMP system (Appriss) availability extended to December 1
In response to user requests, we are extending the availability of the legacy PMP system (Appriss/ AWARxE) for an additional month. As a result, you can continue to use AWARxE for your printing of patient information, out-of-state requests, and historical PMP data & alerts.
