All children who come into the care and custody of the Department, either voluntarily or by court commitment (under 22 MRSA, Chapter l07l, or under l9 MRSA section 2l4 or section 752, or under l5 MRSA, section 33l4 and 33l6), except children whose parents have surrendered and released all rights to the child under l9 MRSA §53l-538 (V5) or whose parental rights have been terminated under 22 MRSA §4050-4058 (C3). Family rehabilitation and reunification efforts are not appropriate for most V5 and C3 children but may be appropriate in unusual cases.
