President Obama’s memorandum provides guidelines to Federal executive branch agencies towards ensuring the responsible administration of Recovery Act funds including:

• Ensuring Merit-Based Decision making for Grants and Other Forms of Federal Financial Assistance Under the Recovery Act.
• Avoiding Funding of Imprudent Projects.
• Ensuring Transparency of Registered Lobbyist Communications.
