MPUC Issues RFP for Standard Offer Service for Medium and Large Classes for CMP and BHEDecember 5, 2008 AUGUSTA, MAINE –The Maine Public Utilities Commission issued a Request for Proposals (RFP) today for retail standard offer service for medium and large commercial and industrial (C&I) customers within the territories of Central Maine Power (CMP) and Bangor Hydro-Electric for six-month terms beginning March 1, 2009. Initial proposals are due to the MPUC by January 7, 2009. Currently, about 60% of medium C&I customers’ load and 5-7% of the large C&I customers’ load in CMP’s territory receive standard offer service. In BHE’s territory, 60% of medium C&I customers and 7-10% of large C&I customers receive standard offer service. CMP and BHE are regulated transmission and distribution utilities serving more than 580,000 customers in southern Maine and 114,000 customers in central Maine, respectively. Total retail sales to CMP medium and large C&I customers in 2007 were approximately 5 million megawatt hours. Current standard offer rates for CMP medium and large C&I customers are 12.28 cents and 12.91 cents per kWh, respectively. Total retail sales to BHE medium and large C&I customers in 2007 were approximately 814,000 megawatt hours. Current standard offer rates for BHE are 12.15 cents per kWh for medium customers and 13.33 cents per kWh for large customers. Standard offer service is the only type of default service in Maine and is provided directly by standard offer providers to customers at retail. The PUC is responsible for soliciting suppliers to provide standard offer service through a competitive bid process.
