Unified Carrier Registration

In September 2007, the Bureau of Motor Vehicles, in partnership with InforME, deployed the Unified Carrier Registration (UCR) online service. The service allows those who operate commercial motor vehicles to register their businesses and pay fees, as required by the federal UCR Act. In addition, each night the service transmits daily registration activity to the U.S. Department of Transportations Federal Motor Carrier Safety Administration's SAFER system.

The Unified Carrier Registration online service has allowed the State of Maine to comply with the enforcement of the UCR Act. When the UCR Act began, Maine was one of the few states that made the decision to implement its own system to register carriers from Maine and its Federal Motor Carrier Safety Administration (FMCSA) region. This was a highly important decision, as no other states are currently allowed to develop their own system.

Since it initial launch, the service has succeeded in complying with the UCR Act and has benefitted from a high service adoption rate. “Overall, the service has been very reliable and user friendly,” stated Patrick Malloy of the Bureau of Motor Vehicles.

In it's first six months, motor carriers submitted approximately 667 registrations. The service adoption rate at that time was 11%. During the last six months, 1627 registrations have been submitted through the online service. The service adoption rate has now grown significantly to over 45%.
