SERVICE DELIVERY COMMITTEE
8/27/09
Present; Mike Roland, Joanna Russell, Heather Stott, Carol Donnell, Antionette Mancusi,
Torrey Eaton, Dena Winslow, Patty Perry, Mel Clarrage, Judy Dyke, Peaches Bass, Gene Ellis, John Christie, Garret Oswald
Mike Roland opened the meeting with welcomes and introductions. The group then looked at a new report on Apprenticeship performance in serving Women. Maine ranks #1 with 25% of apprenticeship participants being women. Questions and concerns about the quality of the apprenticeships, and the capacity of the program to be responsive with additional demands being placed on Gene. Partnering will be key - community groups, labor unions, HR folks. Garret Suggested that although new funds will be tough to come by in the current fiscal environment, we may want to see about support for a tax credit for newly registered apprentices. Gene reported that about 100 new apprentices are registered each year. If there was a $1000 tax credit it would have a fiscal note of $100,000 per year. The group agreed to add Apprenticeship as a recommended strategy and will explore the tax credit idea.
The group then reviewed the best practices document for additions or changes. Additional strategies suggested were to integrate all data sets to reflect all targeted groups, and aggressively market WIA OJT activity. Peaches also suggested that there be an “Other” section of recommendations that includes State Agencies and coordination of programs.
With meeting time running out the group decided to begin the next meeting with a discussion about the recommended 30% goal of NTO placements for female participants, and other measures that speak to the goals of the committees.
