Attended by: Peaches Bass, Don Berry, Ginny Carroll, Phil Dionne, Bill Getz, Dann Hayden, Lib Jamison, Jen McKenna, Garret Oswald, & Chris Trider, Absent: Bob Bourgault & Shawn Lagasse
Minutes of the last meeting were accepted
Ginny presented the Directors Report (copies available upon request)
Ginny presented the MAP Annual Report that went to the Legislature on March 1st.
Submittal of the GJIF grant proposal was briefly discussed
Additional discussion of the Pre-Apprenticeship model was also discussed in relation to multiple projects. Peaches suggested that partnering with Maine Quality Centers in some way might be advantageous to both parties. Garret expressed concern that there needs to be broad PR related to all parties understanding the model. Ginny and other members of the Action Clinic group responded that they have been at work with statewide partners to implement a work plan that would do this. Ginny reviewed the measures that have been taken historically via contracts with the LWIBs and other aspects that have not resulted in hoped for outcomes and that proof of a few actual projects actually resulting in desired outcomes might be the best hope for the approach and for universal buy in. Also the fact that the USDOL is putting funding out there for apprenticeship that is specific to this type of model and the integration with workforce investment resources/ programs/ provider partners.
A draft program submitted by E.J. Prescott, outlining a basic entry level program that would provide new apprentices with a broad understanding of all aspects of this waterworks supply industry, was tentatively approved with some recommended additional tweaking.
Don stated there was a former process for approval of new programs and that Ginny should contact Gene as to how this was done in the past. Don stated that a subset of the Council would review and pre-approve new programs and then present to full council for approval.
Don also suggested that Ginny contact Lora Downing regarding standards and Ginny brought up the fact that Shawn Lagasse is a member of the council already and she will approach him on this as well.
Jen suggested that Ginny utilize the web-based competency sites to identify tools that might help create/develop new program standards and R.I. requirements.
