Approval Process for Energy Generation and Transmission Projects

The Energy Resources Council's 2004 Work Plan and Report to the Legislature -- available online at http://www.maine.gov/spo/energy/energycouncil/docs/erc2004workplan3.pdf -- stipulated that LURC should participate with the Public Utilities Commission, the Office of the Public Advocate, and the Department of Environmental Protection in developing informational materials to explain the regulatory process for siting various energy projects and post such materials to each agency's web site. As a result, LURC developed this document, which includes a list of steps in the agency's decision process for commercial wind generation; private use distributed generation for wind, solar or diesel; and delivery of electricity through transmission lines, distribution lines or line extensions. The document also includes decision flow charts for wind power and transmission lines proposals.
