RE: CORRECTED: ARRA: Registration with CCR, ARRA Reporting, State Fiscal Stabilization Award Information, and Reporting Information for SAU Auditors
CORRECTION: This version corrects financial codes and makes other clarifications in Section 2 below.
1. It has come to our attention that each school administrative unit must register with the Central Contractor Registration (CCR). Central Contractor Registration (CCR) is the primary registrant database for the U.S. Federal Government. CCR collects, validates, stores, and disseminates data in support of agency acquisition missions, including Federal agency contract and assistance awards. Please note that the term "assistance awards" includes grants, cooperative agreements and other forms of federal assistance. Whether applying for assistance awards, contracts, or other business opportunities, all entities are considered "registrants".
Both current and potential federal government registrants are required to register in CCR in order to be awarded contracts by the federal government. Registrants are required to complete a one-time registration to provide basic information relevant to procurement and financial transactions. Registrants must update or renew their registration at least once per year to maintain an active status. In addition, entities (private non-profits, educational organizations, state and regional agencies, etc.) that apply for assistance awards from the federal government through Grants.gov must now register with CCR as well. However, registration in no way guarantees that a contract or assistance award will be awarded.
CCR validates the registrant information and electronically shares the secure and encrypted data with the federal agencies’ finance offices to facilitate paperless payments through electronic funds transfer (EFT). Additionally, CCR shares the data with federal government procurement and electronic business systems.
Please note that any information provided in your registration may be shared with authorized federal government offices. However, registration does not guarantee business with the federal government.
Please register using the following link: https://www.bpn.gov/ccr/
Once you have registered please fax a copy of your registration to Jaci Holmes, Federal State Legislative Liaison @ 624-6601.
2. It is critically important that SAUs report by the last day of each month on the ARRA Module of MEDMS. Please follow the chart of accounts for coding expenditures, using Fund 020 for State Fiscal Stabilization Funds.
3. State Fiscal Stabilization Award Information:
Awarding Agency: US Department of Education
Award #: S394A090020
Description of Grant: Education Fund for the support of public elementary, secondary, and post secondary education and, as applicable, early childhood education programs and services
As this grant is part of the American Recovery and Reinvestment Act[ARRA], which is a federal program, cash management rules must be followed. If you are not familiar with Cash Management Improvement Act (CMIA), it is located at the following link:
4. Please contact your auditor to be sure that you are separately accounting for these ARRA funds in your subrecipient SEFA & SF-SAC, defined below:
SEFA = Schedule of Expenditures of Federal Awards – You can refer to Circular A-133 Subpart C, §.310 Financial statements.
(b) Schedule of expenditures of Federal awards for a detailed description
SF-SAC = Data Collection Form Circular A-133 (§.320(b)) requires auditees to submit a data collection form, along with other specified reports, to the Federal clearinghouse designated by OMB (currently the U.S. Bureau of the Census) at the completion of each audit.
If you have questions you can contact either Jaci Holmes, Federal State Legislative Liaison @624-6620 or Karla Miller, School Finance Consultant @ 624-6790.
