The Maine Department of Education (MDOE) is obligated to investigate complaints of violations of the Individuals with Disabilities Educational Improvement Act (IDEA) of 2004 and the Maine Unified Special Education Regulations (MUSER), including complaints that raise systemic issues. A Systemic Complaint Policy has been developed to explicitly define the term systemic complaint and to address procedural issues. The policy is available on line at:
