Agency Information

The Department of Health and Human Services is the state agency that administers publicly funded health and human services programs in the State of Maine. The Department strives to develop and maintain a service delivery system that is easily accessible, well integrated and reflects best practices. This position is located Augusta in the Office of the Commissioner – DHHS. This is an appointed position serving at the pleasure of the Commissioner, reporting directly to the Deputy Commissioner for Finance.

Job Duties

As Performance Metrics Analyst, you will enhance the Department’s capacity for the effective collection, analysis, reporting, and utilization of data. You will help DHHS develop improved business intelligence systems to meet the information needs of executive, office, program, financial, and administrative management. You will facilitate collaboration and coordination with key stakeholders, play an important role in building business intelligence systems and practices across the organization, develop strategic methods for assessing the Department’s performance with enterprise scorecards and dashboards, define and develop appropriate performance and activity metrics, and support the use of evidence-based decision making. In this role you will:

• Work with senior managers to ensure the effective use of data by programs. Provide technical training to program managers in the use of evidence-based decisions. Draw up operational manuals that will assist programs and support teams to undertake evidence-based decision-making.

• Develop and manage an expanded enterprise information system (EIS). Provide oversight to the EIS, manage and collect information for key performance indicators, analyze the data to develop and produce periodic operating and other statistical reports on specific themes, and document trends in performance across the organization.

• Build key performance metrics from various disparate data sources including relational databases, business intelligence sources, Excel workbooks, flat files, and user-entered values. Link metrics to live dashboards, business intelligence reports, and intranet web sites. Create decision-making capabilities that enable users to take action in responding to identified changes in performance.

• Work across all offices, agencies, bureaus, divisions, units, and other functional groups as needed. Serve as internal consultant and subject matter expert on the utilization of data analytics to inform departmental performance and program effectiveness as they relate to key strategies.

• Compile, distribute and present web metrics reports for program and management use including monthly dashboards and other trend reports over various time horizons, such as weekly, monthly, quarterly, and annually.

Requirements

Preferred Qualifications:

• A bachelor’s degree in Business Management, Pubic Administration, Information Technology, Engineering, or other related field of study. A MBA, MS or other technical graduate degree is a plus.


• Working knowledge of the principles and implementation of quality measures and techniques (such as lean management).

• Ability to distill and communicate dashboard metrics and statistics into digestible and actionable business insights.

• Deep analytical skills, sound business judgment, and a collaborative working style.

• Significant hands-on experience with enterprise-level database administration and report writing applications.
