The Maine Center for Disease Control and Prevention develops and delivers services to preserve, protect and promote the health and well-being of the citizens of Maine. The Drinking Water Program (DWP) has a current vacancy in Augusta, Maine. The DWP Environmental Engineering Services Manager (EESM) position serves as Chief Engineer and the Team Leader for the Information Management Team. Duties are varied and include supervision of staff, technical policy setting, DWP financial management and oversight of engineering related functions. This position is a member of the DWP Management Team.
Job Duties
As Chief Engineer this position will be responsible for assisting staff with complex technical review of projects, setting engineering standards and goals, creation, review and modification of technical policies, public water system technical assistance, including assisting systems in responding to a variety of emergency situations, and interaction with consultants.
The Information Management Team (IMT), within the Drinking Water Program, oversees all paper and electronic data, records, and information including the DWP primary database, Safe Drinking Water Information System (SDWIS). This team manages electronic data reporting from laboratories and public water systems. Additional responsibilities include DWP budget planning and financial management. The IMT serves primarily as a support service to the Compliance and Enforcement Team and the Field Inspection Team. The Team Leader will be responsible for setting priorities and direction for the IMT and supervising the six team members.
The Drinking Water State Revolving Fund provides financing for public water systems for capital improvements, technical assistance and other outreach. This position will direct the DWSRF program, serving as the principal contact with the Environmental Protection Agency and the Maine Municipal Bond Bank. The position solicits potential projects for DWSRF assistance, develops priority lists, and prepares and submits annual DWSRF grant applications. The position provides technical and fiscal oversight and assistance to the Field Inspection team in implementing DWSRF construction projects.
The EESM will supervise the Field Inspection Team Leader and will set higher level policy and priorities for the Field Inspection Team. The EESM will be involved in and in some cases lead discussions to provide technical assistance and regulatory oversight of public water systems.
The EESM must have excellent communication skills and have an excellent knowledge of public water system operations and design. The EESM must have direct experience with the Safe Drinking Water Act with the ability to describe and implement individual rule requirements. The EESM must be able to establish and maintain effective working relationships and manage multiple complex projects.
Requirements
Registration as a Professional Engineer and four (4) years of professional experience in environmental engineering or related field after registration to include at least three (3) years of related supervisory experience. The preferable candidate will have experience with drinking water system design, construction or operation and experience with implementation of the Safe Drinking Water Act.
